51- وأعربت النرويج عن قلقها إزاء حالة الأطفال الفقراء وأطفال الروما.

The Committee takes note of the various measures taken by the State Party to pay particular attention to children who are especially vulnerable, in particular children in situations of poverty, Roma children and unaccompanied children.

Volunteers from a non-profit association were providing teachers and serving as mediators between the schools and the Roma community, encouraging Roma parents to become more involved with school programmes and Roma children to participate in extracurricular activities.
ويقوم متطوعون من رابطة غير ساعية للربح بدور المعلمين أو الوسطاء بين المدارس ومجتمع الروما، لتشجيع أهل أطفال الروما على المشاركة في البرامج المدرسية، وأطفال الروما على المشاركة في الأنشطة غير المدرسية.

It recognized Lithuania's efforts in bringing its policies in line with the Convention on the Rights of the Child but noted the discrimination against children from vulnerable families, children with disabilities, Roma children, refugee or asylum-seeking children and children living in rural areas.
وأقرت بالتدابير التي اتخذتها ليتوانيا من أجل مواءمة سياساتها مع اتفاقية حقوق الطفل لكنها أشارت إلى التمييز الذي يتعرض له أطفال الأسر الضعيفة والأطفال ذوي الإعاقة وأطفال الروما وأطفال اللاجئين أو ملتمسي اللجوء والأطفال الذين يعيشون في المناطق الريفية.

53. CRC was concerned at the reduction in educational facilities, which limited access to education for children in rural areas, Roma children and children with disabilities and at the decrease in the number of preschools.
53- أعربت لجنة حقوق الطفل عن قلقها إزاء تقليص عدد المرافق التعليمية مما يحد من الفرص التعليمية أمام الأطفال في المناطق الريفية وأطفال الروما والأطفال ذوي الإعاقة.

The Committee urges the State party to prioritize the allocation of financial and human resources to the health sector with a special emphasis on primary health care in order to ensure equal access to quality health services by all children, including children living in remote areas and Roma children.
61- تحث اللجنة الدولة الطرف على إيلاء أولوية لتخصيص الموارد المالية والبشرية اللازمة لقطاع الصحة، مع التركيز بشكل خاص على الرعاية الصحية الأولية، من أجل ضمان مساواة جميع الأطفال في الحصول على الخدمات الصحية الجيدة، بمن فيهم الأطفال الذين يعيشون في المناطق النائية وأطفال الروما.

16. The Committee is concerned about gaps in the implementation of the 2008 Equal Opportunities Law and ongoing discrimination against children in marginalized and disadvantaged situations, including children with disabilities, Roma children, children living in poverty, children living in care institutions and children in conflict with the law.
16- يساور اللجنة القلق إزاء الثغرات في تنفيذ قانون تكافؤ الفرص لعام 2008 واستمرار التمييز ضد الأطفال المهمشين والمحرومين بمن فيهم الأطفال ذوو الإعاقة وأطفال الروما والأطفال الذين يعيشون في ظل الفقر والأطفال المودعون في مؤسسات الرعاية والأطفال الجانحون.

The Committee expresses concern at the high dropout rates of migrant children (29.8 per cent), children of migrant background (15.6 per cent), particularly among girls, and Roma children.
22- وتعرب اللجنة عن قلقها إزاء ارتفاع معدلات التسرب بين صفوف أطفال المهاجرين (29.8 في المائة) والأطفال من أصول مهاجرة (15.6 في المائة)، ولا سيما بين الفتيات وأطفال الروما.

37. CRC was concerned at the low quality of education; barriers to accessing education for children lacking birth registration and identity documents, Roma children and children with disabilities; and the prevalence of violence in schools.
37- ساور لجنة حقوق الطفل قلق بشأن تردي جودة التعليم في البلاد، والحواجز الحائلة دون إمكانية تعليم الأطفال غير المسجّلين في سجلات الميلاد وغير الحائزين لوثائق هوية وأطفال الروما والأطفال ذوي الإعاقة؛ وانتشار العنف في المدارس.

(b) Ensure that its programmes address the situation of discrimination against children in marginalized and disadvantaged situations, including children belonging to ethnic and religious minority groups, Roma children, children living in poverty, children with malignant or rare diseases and foreign children.
(ب) ضمان أن تتناول برامجها مسألة التمييز ضد الأطفال المهمّشين والمحرومين، بمن فيهم الأطفال المنتمون إلى الأقليات الإثنية والدينية وأطفال الروما والأطفال الفقراء والأطفال المصابون بأمراض نادرة أو أورام خبيثة والأطفال الأجانب.

The Committee remains concerned about the difficulties faced by children of immigrant background and Roma children in the education system, particularly as regards the persistence of discrimination and bullying, the high number of children in special education and the high drop-out rate (arts. 13 and 14).
28- لا تزال اللجنة قلقة إزاء الصعوبات التي يواجهها أبناء المهاجرين وأطفال الروما في نظام التعليم، وخاصة فيما يتعلق باستمرار التمييز والتحرش، وإزاء ارتفاع عدد الأطفال الملتحقين بالتعليم المخصص وارتفاع معدل الانقطاع عن الدراسة (المادتان 13 و14).

56. CRC expressed concern regarding the unequal access to health services throughout the country, in particular the limited access for children in rural areas and Roma children, stating that A concrete strategy should be adopted and implemented in order to ensure that medical services are provided without discrimination.
56- وأعربت لجنة حقوق الطفل عن قلقها إزاء عدم تكافؤ فرص الحصول على الخدمات الصحية في جميع أرجاء البلد، ولا سيما حصول الأطفال في المناطق الريفية وأطفال الروما بشكل محدود على هذه الخدمات، فقالت إنه ينبغي اعتماد وتنفيذ استراتيجية ملموسة بغية ضمان توفير الخدمات الطبية بدون تمييز(118).

Apply the 2008-2013 National Strategy on children right's protection and promotion which should ensure that special attention will be paid to children belonging to the most vulnerable groups, such as children living in poverty, Roma children, children with disabilities, children with HIV/AIDS and streets children (Ecuador); 109.32.
109-31- تطبيق الاستراتيجية الوطنية لحماية وتعزيز حقوق الطفل للفترة 2008-2013، وهي استراتيجية يفترض أن تكفل إيلاء اهتمام خاص لأطفال الفئات الأضعف، كالأطفال الفقراء وأطفال الروما والأطفال ذوي الإعاقة والأطفال المصابين بفيروس نقص المناعة البشرية/الإيدز وأطفال الشوارع (إكوادور)؛

(d) The incomplete enrolment, the high levels of drop-outs and the comparatively lower achievement of children belonging to vulnerable groups, including children from rural areas, children living in economic hardship and deprivation, Roma children and children from other minority groups, refugee and internally displaced children;
(د) النقص في القيد بالمدارس وارتفاع معدلات التسرب والانخفاض النسبي لأداء الأطفال المنتمين إلى فئات مستضعفة، بمن فيهم الأطفال الذين يعيشون في الأرياف، والأطفال المعسرون والمحرومون اقتصادياً، وأطفال الروما والأطفال من أقليات عرقية أخرى، والأطفال اللاجئون والمشردون داخلياً، مقارنةً بغيرهم من الأطفال؛

The network, in operation since January 2003, contributed to the start of nearly fifty programmes that aim at promoting the integration of socially disadvantaged and Roma children. (More information on this is provided below under the section on measures adopted for increasing the chances of children in disadvantageous situation or in need of special education).
وساهمت هذه الشبكة التي شرع في تشغيلها منذ كانون الثاني/يناير 2003، في البدء بقرابة 50 برنامجاً يستهدف تعزيز إدماج الأطفال المحرومين اجتماعياً وأطفال الروما. (ترد أدناه معلومات إضافية عن هذا الموضوع في إطار الفرع المتعلق بتدابير اعتمدت لزيادة فرص الأطفال المحرومين أو الذين هم بحاجة إلى تعليم خاص).

Also, it recommended that the Czech Republic adopt and implement measures to prevent and address cases of child abuse and neglect, enact legislation explicitly prohibiting corporal punishment and contribute to changing attitudes and implement training programmes to promote respect for children in general and Roma children in particular.
وأوصت اللجنة أيضاً بأن تعتمد الجمهورية التشيكية وتنفِّذ تدابير لمنع حدوث حالات إيذاء الأطفال وإهمالهم ولمعالجتها، وأن تسنَّ تشريعاتٍ تحظر استخدام العقوبة البدنية وتُسهم في تغيير المواقف منها، وبأن تنفِّذ برامج تدريب لتعزيز احترام الأطفال بصفةٍ عامة وأطفال الروما بصفةٍ خاصة(44).

The Committee urges the State party to pay increased attention to children particularly at risk of becoming victims of any of the offences under the Optional Protocol, especially girls, children in situations of poverty, Roma children, children in street situations, children in residential care, children of refugees and asylum seekers, and unaccompanied and separated children.
27- تحث اللجنة الدولة الطرف على إيلاء المزيد من الاهتمام بشكل خاص للأطفال المعرّضين لخطر الوقوع ضحية لأي جريمة مذكورة في البروتوكول الاختياري، لا سيما الفتيات والأطفال الذين يعيشون في حالة فقر وأطفال الروما والأطفال الذين يعيشون في الشوارع والأطفال المقيمون في مراكز الرعاية والأطفال اللاجئون وملتمسو اللجوء والأطفال غير المصحوبين والمنفصلون عن ذويهم.
