ينبغي للدولة الطرف أن تضع المزيد من البرامج التثقيفية لضمان وعي الموظفين المكلفين بإنفاذ القوانين وموظفي السجون وأفراد حرس الحدود وعياً تاماً بأحكام الاتفاقية، وعدم التسامح إزاء الانتهاكات والتحقيق فيها، ومقاضاة المخالفين.

(11) The Committee is concerned at the lack of specific training on the prohibition of torture, inhuman or degrading treatment or punishment provided for law enforcement officials at all levels, including police officers, prison staff, and personnel of the Border Guard and the Office of Immigration and Nationality (OIN).
(11) تشعر اللجنة بالقلق إزاء عدم توفر تدريب خاص في مجال حظر التعذيب والمعاملة أو العقوبة اللاإنسانية أو المهينة للموظفين المكلفين بإنفاذ القوانين على جميع المستويات، بمن فيهم أفراد الشرطة وموظفو السجون وأفراد حرس الحدود وموظفو مكتب الهجرة والجنسية.

The Committee also notes the detailed information provided by the State party on training programmes and sessions for law enforcement officials, prison staff, border guards, migration officials, officers of correctional inspection departments, health care specialists and psychologists, etc.
وتلاحظ اللجنة أيضاً المعلومات المفصلة التي قدمتها الدولة الطرف بشأن البرامج والدورات التدريبية المقدمة إلى الموظفين المكلفين بإنفاذ القوانين وموظفي السجون وأفراد حرس الحدود وموظفي الهجرة وموظفي دوائر التفتيش الإصلاحي وأخصائيي الرعاية الصحية والأخصائيين النفسيين وغيرهم.

(15) The Committee takes note with appreciation of the detailed information provided by the State party on training for its law enforcement officials, penitentiary staff, border guards and armed forces.

(أ) توعية جميع الموظفين المكلفين بإنفاذ القوانين وأفراد حرس الحدود والموظفين العاملين في مراكز الاحتجاز المؤقتة وفي مراكز الإقامة المؤقتة والمساعدة توعيةً تامةً بأحكام الاتفاقية، وعدم التسامح مع الانتهاكات والتحقيق فيها، ومقاضاة المخالفين؛

Training on legal standards regarding conditions of detention, rights and welfare of detainees and the asylum and legal processes available to detainees have been delivered for detention service providers, police officers and border guards in the European Union and a number of other States, including China (Hong Kong), Indonesia, Lebanon, Mexico, Pakistan, the United Republic of Tanzania and the United States of America.
55 - وأتيح تدريب على المعايير القانونية المتصلة بأحوال الاحتجاز وحقوق المحتجزين ورعايتهم والعمليات المتعلقة باللجوء والعمليات القانونية المتاحة للمحتجزين، أفاد منه مقدمو الخدمات في مراكز الاحتجاز وضباط الشرطة وأفراد حرس الحدود في الاتحاد الأوروبي وفي عدد آخر من الدول منها الصين (هونغ كونغ) وإندونيسيا ولبنان والمكسيك وباكستان وجمهورية تنزانيا المتحدة والولايات المتحدة الأمريكية.
