Mindful of the call by the World Conference on Human Rights, held at Vienna from 14 to 25 June 1993, on all States to adopt and vigorously implement existing conventions relating to the dumping of toxic and dangerous products and wastes and to cooperate in the prevention of illicit dumping,
وإذ تضع في اعتبارها النداء الذي وجهه المؤتمر العالمي لحقوق اﻹنسان، المعقود في فيينا في الفترة من ٤١ الى ٥٢ حزيران/يونيه ٣٩٩١، الى جميع الدول بأن تعتمد الاتفاقيات القائمة المتعلقة بإلقاء المنتجات والنفايات السمية والخطرة وأن تنفذها بصرامة وأن تتعاون على منع اﻹلقاء غير المشروع،

1. Urges all Governments to continue to contribute to maintaining a balance between the licit supply of and demand for opiate raw materials used for medical and scientific purposes, supporting traditional and established supplier countries, and to cooperate in preventing the proliferation of sources of production of opiate raw materials;
1 - يحث جميع الحكومات على أن تواصل الإسهام في الحفاظ على وجود توازن بين العرض المشروع للمواد الخام الأفيونية التي تستعمل للأغراض الطبية والعلمية والطلب المشروع عليها، فتدعم بذلك البلدان الموردة المعهودة، وأن تتعاون على منع انتشار مصادر إنتاج المواد الخام الأفيونية؛

1. Urges all Governments to continue contributing to the maintenance of a balance between the licit supply of and demand for opiate raw materials for medical and scientific needs, the achievement of which would be facilitated by maintaining, insofar as their constitutional and legal systems permit, support to the traditional supplier countries, and to cooperate in preventing the proliferation of sources of production of opiate raw materials;
1 - يحـث جميع الحكومات أن تواصل الإسهام في الحفاظ على توازنٍ بين العرض المشروع للمواد الخام الأفيونية والطلب المشروع عليها لتلبية الاحتياجات الطبية والعلمية، وهو أمر يمكن تيسير بلوغه بمواصلة تقديم الدعم إلى البلدان الموردة التقليدية، بقدر ما تسمح بذلك نظمها الدستورية والقانونية، وأن تتعاون على منع انتشار مصادر إنتاج المواد الخام الأفيونية؛

" 39. States should maintain strict regulations on the activities of private international arms dealers and cooperate to prevent such dealers from engaging in illicit arms trafficking.
" ٩٣ - على الدول أن تعمل بأنظمة مشددة فيما يتعلق بأنشطة تجار اﻷسلحة الدوليين الخاصين وأن تتعاون على منع التجار من العمل بالاتجار غير المشروع باﻷسلحة.
