وإذ تدرك أن التعاونيات في أشكالها المختلفة ما برحت تشكل عاملا رئيسيا في التنمية الاقتصادية والاجتماعية، إذ تعزز أفضل مشاركة ممكنة في عملية التنمية من جانب المرأة وجميع الفئات السكانية، بمـن فيها الشباب والمسنون والمعوقون وتوفر بصورة متزايدة آلية فعالة يمكن تحمل تكاليفها لتلبية احتياجات السكان من الخدمات الاجتماعية اﻷساسية،
