recalling also the holding of the preparatory panel meeting on the Social Forum during the fifty-third session of the Sub-Commission, in which the participants unanimously recognized the need for a new process/mechanism within the United Nations system with broad participation, reflecting the current structure of international society,
وإذ تذكّر أيضاً بعقد اجتماع الفريق التحضيري بشأن المحفل الاجتماعي أثناء الدورة الثالثة والخمسين للجنة الفرعية، الذي أجمع فيه المشاركون على الاعتراف بالحاجة إلى عملية/آلية جديدة داخل منظومة الأمم المتحدة تحظى بمشاركة واسعة ويتجلى فيها الهيكل الحالي للمجتمع الدولي،

recalling also General Assembly resolution 47/133 of 18 December 1992 by which the Assembly proclaimed the Declaration on the Protection of All Persons from Enforced Disappearance as a body of principles for all States and urged that all efforts be made so that the Declaration became generally known and implemented,
وإذ تذكّر أيضاً بقرار الجمعية العامة 47/133 المؤرخ 18 كانون الأول/ديسمبر 1992، الذي أصدرت الجمعية بموجبه الإعلان المتعلق بحماية جميع الأشخاص من الاختفاء القسري بوصفه مجموعة من المبادئ الواجبة التطبيق على جميع الدول، والذي حثت بموجبه على بذل كل الجهود حتى تعم معرفة الإعلان ويعم تنفيذه،

recalling also that the 2000 United Nations Protocol against the Smuggling of Migrants by Land, Sea and Air sets out the obligation of States parties to facilitate and accept, without undue or unreasonable delay, the return of a person who has been smuggled and who is its national or who has the right of permanent residence in its territory at the time of return;
وإذ تذكّر أيضاً بأن بروتوكول الأمم المتحدة لعام 2000 الخاص بمكافحة تهريب المهاجرين براً وبحراً وجواً(19) يبين التزام الدول الأطراف بأن تيسر وتقبل، دون تأخير لا مبرر لـه أو غير معقول، عودة أي شخص تم تهريبه إذا كان هذا الشخص من مواطنيها أو كان لـه الحق في إقامة دائمة في إقليمها وقت إعادته؛

recalling also Commission resolution 1999/38 of 26 April 1999, in which the Commission took note of the draft international convention on the protection of all persons from enforced disappearance and requested the SecretaryGeneral to renew the invitation to States, international organizations and nongovernmental organizations to submit their views and comments on the matter,
وإذ تذكّر أيضاً بقرار لجنة حقوق الإنسان 1999/38 المؤرخ 26 نيسان/أبريل 1999، الذي أحاطت فيه اللجنة علماً بمشروع الاتفاقية الدولية لحماية جميع الأشخاص من الاختفاء القسري ورجت فيه من الأمين العام أن يجدد الدعوة الموجهة إلى الدول والمنظمات الدولية والمنظمات غير الحكومية لموافاته بآرائها وملاحظاتها في هذا الصدد،

recalling also the resolutions of the General Assembly on human rights and extreme poverty, in particular resolution 55/106 of 4 December 2000, and the importance they attach to giving men and women living in extreme poverty the wherewithal to organize and participate in all aspects of political, economic and social life,
