وإذ يعرب عن قلقه إزاء العواقب التي يمكن أن تنشأ عن إصدار إسرائيل، بوصفها السلطة القائمة بالاحتلال، أوامر عسكرية باحتجاز وسجن وإبعاد مدنيين فلسطينيين عن الأرض الفلسطينية المحتلة، بما فيها القدس الشرقية، وإذ يذكّر في هذا الشأن بأن القانون الإنساني الدولي يحظر إبعاد المدنيين عن أراض محتلة،
