١- ينشئ كل طرف مدرج في المرفق اﻷول قبل بدء فترة التزامه اﻷولى بسنة واحدة على اﻷقل نظاماً وطنياً لتقدير الانبعاثات البشرية المصدر بحسب مصادرها وإزالتها بالبواليع من جميع غازات الدفيئة غير الخاضعة لبروتوكول مونتريال.

المادة 5-1- مكرراً: ينشئ كل طرف غير مدرج في المرفق الأول، يقطع على نفسه التزاماً مقيداً في المرفق باء أولاً، قبل بدء فترة التزامه الأولى بسنة واحدة لا أكثر، نظاماً وطنياً لتقدير الانبعاثات البشرية المصدر بحسب مصادرها وإزالتها بالبواليع من جميع غازات الدفيئة غير الخاضعة لبروتوكول مونتريال.

Establishment of a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol, in accordance with the requirements in the guidelines decided pursuant to this Article;

The Convention inventory reporting guidelines state that Annex I Parties shall use guidelines prepared by the Intergovernmental Panel on Climate Change to estimate and report on anthropogenic emissions by sources and removals by sinks of greenhouse gases not controlled by the Montreal Protocol.
