1- تتخذ الأطراف المتعاقدة السامية والأطراف في نزاع مسلح كافة التحوطات الممكنة في الإقليم الخاضع لسيطرتها والمتأثر بالمتفجرات من مخلفات الحرب لتوفير الحماية من مخاطر وآثار المتفجرات من مخلفات الحرب للسكان المدنيين والمدنيين من الأفراد والأشياء الخاصة بالمدنيين.
