وإذ تعتقد أن الجهود التي يبذلها المجتمع الدولي صوب بلوغ الغاية المثلى لنـزع السلاح العام الكامل تسترشد بالرغبة الإنسانية المتأصلة في تحقيق السلام والأمن الحقيقيين، والقضاء على خطر نشوب الحرب، والإفراج عن الموارد الاقتصادية والفكرية وغيرها من الموارد لصالح المساعي السلمية،
