وإذا أدركنا أن إعمال الحقوق الاقتصادية والاجتماعية والثقافية للطفل شديد الأهمية للتنمية بات من الأهمية بمكان أن يعتبر المجتمع الدولي القضاء على الفقر واحدة من أولوياته.

In the light of articles 2, 3, and 6 of the Convention, the Committee encourages the State party to pay particular attention to the full implementation of article 4 of the Convention by prioritizing budgetary allocations to ensure implementation of the economic, social and cultural rights of children, to the maximum extent of available resources and, where needed, within the framework of international cooperation.
وفي ضوء المواد 2 و3 و6 من الاتفاقية، تشجع اللجنة الدولة الطرف على إيلاء اهتمام خاص للتنفيذ الكامل للمادة 4 من الاتفاقية عن طريق إعطاء أولوية لاعتمادات في الميزانية لضمان إعمال الحقوق الاقتصادية والاجتماعية والثقافية للطفل إلى أقصى حدود الموارد المتاحة، وفي إطار التعاون الدولي عند الاقتضاء.

2. Under article 4 of the Convention, States parties have an obligation to undertake all appropriate legislative, administrative and other measures for the implementation of the rights in the Convention and to devote the maximum amount of available resources to the realization of economic, social and cultural rights of the child.
2- بموجب المادة 4 من الاتفاقية، تلتزم جميع الدولة الأطراف باتخاذ جميع التدابير التشريعية والإدارية وغيرها من التدابير المناسبة لإعمال الحقوق المنصوص عليها في الاتفاقية وتخصيص القدر الأكبر من الموارد المتاحة لإعمال الحقوق الاقتصادية والاجتماعية والثقافية للطفل.

Budgetary allocation 556. The Committee regrets the lack of adequate information and apparent lack of transparency concerning the State budget resources allocated for the implementation of economic, social and cultural rights of children.
556- تعرب اللجنة عن أسفها لعدم كفاية المعلومات وانعدام الشفافية على ما يبدو فيما يتعلق بموارد الميزانية التي خصصتها الدولة الطرف لتنفيذ الحقوق الاقتصادية والاجتماعية والثقافية للطفل.

This latter general comment highlights the importance of identifying resources allocated to children in budgets as a basic step in undertaking measures using the maximum available resources to promote and protect economic, social and cultural rights of children, particularly in the context of structural adjustment programmes and the transition to a market economy.

(c) Consider its obligations under the Convention in all aspects of its negotiations with international financial institutions and other donors, to ensure that the economic, social and cultural rights of children are respected.
(ج) التقيّد بالتزاماتها القائمة بموجب الاتفاقية في جميع جوانب مفاوضاتها مع المؤسسات المالية الدولية وغيرها من الجهات المانحة، ضماناً لعدم الإخلال بالحقوق الاقتصادية والاجتماعية والثقافية للطفل.

34. Noting the State party's efforts to implement various child-oriented programmes, the Committee nevertheless expressed its concern that insufficient attention has been paid to article 4 of the Convention regarding the implementation to the " maximum extent of ... available resources " of the economic, social and cultural rights of children.
34- تلاحظ اللجنة الجهود التي تبذلها الدولة الطرف لتنفيذ مختلف البرامج الموجهة للأطفال، لكنها تعرب عن قلقها لعدم إيلائها اهتماما كافيا للمادة 4 من الاتفاقية المتعلقة بإعمال الحقوق الاقتصادية والاجتماعية والثقافية للطفل " إلى أقصى حدود مواردها المتاحة " .

Budget allocations for the implementation of the economic, social and cultural rights of children should be ensured " to the maximum extent of available [...] resources " (art. 4).
وينبغي تخصيص اعتمادات في الميزانية " لإعمال الحقوق الاقتصادية والاجتماعية والثقافية للطفل " إلى أقصى حدود الموارد [...] المتاحة " (المادة 4).

(d) Develop a comprehensive strategy to ensure the full implementation of the economic, social and cultural rights of children to the maximum extent of available resources, in particular at the local level and with respect to children belonging to the most vulnerable groups in society.
(د) تضع استراتيجية شاملة لكفالة الإعمال التام للحقوق الاقتصادية والاجتماعية والثقافية للطفل في حدود ما تسمح به الموارد المتاحة، ولا سيما على الصعيد المحلي وفيما يتعلق بالأطفال المنتمين إلى أشد فئات المجتمع ضعفاً.

(b) To identify clearly its priorities with respect to child rights issues in order to ensure that funds are allocated " to the maximum extent of ... available resources and, where needed, within the framework of international cooperation " for the full implementation of the economic, social and cultural rights of children, in particular with respect to local governments and for children belonging to the most vulnerable groups in society; and
(ب) تعيين أولوياتها بوضوح فيما يتعلق بالقضايا التي تمس حقوق الطفل للتأكد من أن الأموال قد خصصت " إلى أقصى حد 000 الموارد المتاحة، وحيثما كان ذلك ضروريا، في إطار التعاون الدولي " لإعمال الحقوق الاقتصادية والاجتماعية والثقافية للطفل إعمالاً كاملاً، لا سيما فيما يتصل بالحكومات المحلية ولصالح أطفال أضعف فئات المجتمع؛

301. While noting the priorities set by the State party on policies for children, notably the efforts to increase the budget allocated to education, the Committee expresses its concern that insufficient attention has been paid to article 4 of the Convention regarding the implementation to the " maximum extent of ... available resources " of the economic, social and cultural rights of children.
301- تلاحظ اللجنة الأولويات التي وضعتها الدولة الطرف بشأن السياسات المتعلقة بالأطفال، وعلى وجه الخصوص الجهود المبذولة لزيادة الميزانية المخصصة للتعليم، لكن اللجنة تعرب عن قلقها إزاء قصور الاهتمام الممنوح للمادة 4 من الاتفاقية فيما يتعلق بإعمال الحقوق الاقتصادية والاجتماعية والثقافية للطفل إلى " أقصى حدود ... الموارد المتاحة " .

7. Development was selected as a second theme to provide an opportunity to reflect on prioritizing implementation of the economic, social and cultural rights of the child and to reaffirm the obligations of States parties to do so, to the maximum extent of their available resources, particularly during the current global economic crisis.
7- واختيرت مسألة النماء لتكون موضوعاً ثانياً يشكل فرصة للتأمل بشأن ترتيب إعمال الحقوق الاقتصادية والاجتماعية والثقافية للطفل حسب الأولوية والتشديد من جديد على التزامات الدول الأطراف بذلك، إلى أقصى حدٍ ممكن للموارد المتاحة، لا سيما في أثناء الأزمة الاقتصادية العالمية الحالية.
