In the absence of voluntary compliance, the Security Council should enforce ICJ decisions and other international legal obligations under Article 94 of the Charter of the United Nations.

17 - وتقوم الدول، فيما يتعلق بالشكاوى المقدمة من الضحايا، بتنفيذ أحكامها المحلية المتعلقة بالجبر ضد الأفراد أو الكيانات المسؤولة عن الأضرار المتكبدة، وتسعى إلى تنفيذ الأحكام القانونية الأجنبية السارية المتعلقة بالجبر وفقا للقوانين المحلية والالتزامات القانونية الدولية.

17 - وتقوم الدول، فيما يتعلق بالشكاوى المقدمة من الضحايا، بتنفيذ أحكامها المحلية المتعلقة بالجبر ضد الأفراد أو الكيانات المسؤولة عن الأضرار المتكبدة، وتسعى إلى تنفيذ الأحكام القانونية الأجنبية السارية المتعلقة بالجبر وفقاً للقوانين المحلية والالتزامات القانونية الدولية.

To address this issue, the addition of the words " in accordance with domestic law and international legal obligations " was suggested.
ولمعالجة هذه القضية، اقتُرح إضافة الكلمات " وفقاً للقوانين المحلية والالتزامات القانونية الدولية " .

Their participation must, however, be in line with national legislation, the principles and purposes of the Charter of the United Nations and universally recognized international legal obligations, as well resolution 1996/31 of the Economic and Social Council.

17 - تقوم الدول، فيما يتعلق بالمطالبات المقدمة من الضحايا، بإنفاذ الأحكام المحلية المتعلقة بالجبر ضد الأفراد المسؤولين أو الكيانات المسؤولة عن الضرر الذي وقع، وتسعى إلى إنفاذ الأحكام القانونية الأجنبية السارية المتعلقة بالجبر وفقا للقانون المحلي والالتزامات القانونية الدولية.

Such retrogressive measures include, inter alia, denial of access to employment to particular individuals or groups, whether such discrimination is based on legislation or practice, abrogation or suspension of the legislation necessary for the exercise of the right to work or the adoption of laws or policies that are manifestly incompatible with international legal obligations relating to the right to work.
وتشمل تدابير تراجعية من هذا القبيل جملة أمور من بينها حرمان أفراد أو مجموعات معينين من إمكانية الحصول على عمل، سواء كان ذاك التمييز قائماً على أساس تشريعات أو ممارسات أو ناجماً عن إبطال أو تعليق تشريعات لازمة لممارسة الحق في العمل أو عن اعتماد قوانين أو سياسات تتنافى صراحة والالتزامات القانونية الدولية المتعهد بها في ميدان الحق في العمل.
