(a) Enhance the utility of the Register of Objects Launched into Outer Space established under article III of the Registration Convention, in which information furnished by States and international intergovernmental organizations conducting space activities that have declared their acceptance of the rights and obligations under the Registration Convention is recorded;
(أ) تعزيز الجدوى من سجل الأجسام المطلقة في الفضاء الخارجي، المنشأ بموجب المادة الثالثة من اتفاقية التسجيل، الذي تسجل فيه المعلومات المقدمة من الدول والمنظمات الحكومية الدولية التي تضطلع بأنشطة فضائية والتي أعلنت قبولها الحقوق والالتزامات الناشئة بموجب الاتفاقية؛

(c) States conducting space activities and international intergovernmental organizations that have declared their acceptance of the rights and obligations under the Registration Convention should, when they have designated focal points for their appropriate registries, provide the Office for Outer Space Affairs of the Secretariat with the contact details of those focal points;
(ج) ينبغي للدول التي تقوم بأنشطة فضائية والمنظمات الحكومية الدولية التي أعلنت قبولها الحقوق والالتزامات الناشئة بموجب اتفاقية التسجيل أن تقدم، عند تحديد مراكز اتصال لسجلاتها المناسبة، عناوين الاتصال بتلك المراكز إلى مكتب شؤون الفضاء الخارجي التابع للأمانة العامة؛

(أ) تعزيز الجدوى من سجل الأجسام المُطلِقة في الفضاء الخارجي، المنشأ بموجب المادة الثالثة من اتفاقية التسجيل، الذي تسجَّل فيه المعلومات المقدمة من الدول والمنظمات الحكومية الدولية التي تضطلع بأنشطة فضائية والتي أعلنت قبول الحقوق والالتزامات الناشئة بموجب الاتفاقية،

(10) State practice other than in judicial or quasi-judicial contexts confirms that subsequent agreements and subsequent practice only contribute to specifying the meaning of a term in the sense of narrowing the possible meanings of the rights and obligations under a treaty, but may also indicate a wider range of acceptable interpretations or a certain scope for the exercise of discretion which a treaty grants to States.
(10) وتؤكد ممارسة الدول خارج السياقات القضائية أو شبه القضائية أن الاتفاقات اللاحقة والممارسة اللاحقة قد لا تقتصر على الإسهام في تحديد معنى مصطلح من المصطلحات من حيث تضييق نطاق المعاني الممكنة للحقوق والالتزامات الناشئة بموجب المعاهدة، بل يمكنها أيضاً أن تشير إلى نطاق أوسع من التفسيرات المقبولة أو إلى نطاق معين لممارسة السلطة التقديرية التي تمنحها المعاهدات للدول.

488. It was clearly understood that, while norms of jus cogens and obligations arising under Article 103 of the Charter addressed aspects of hierarchy, obligations erga omnes were more concerned with the scope of application of norms, rather than hierarchy.
488- ومن المفهوم أنه في حين تتناول القواعد الآمرة والالتزامات الناشئة بموجب المادة 103 من الميثاق جوانب من التسلسل الهرمي، فإن الالتزامات قِبَل الكافة تُعنى أكثر بنطاق انطباق القواعد وليس تسلسلها الهرمي.
