The White Helmets Initiative was operationalized in 1995. It aims at making volunteer teams available on a stand-by basis through national volunteer corps for activities of the United Nations in the field of humanitarian relief, rehabilitation and technical cooperation for development.
٥٦٢ - وفي عام ١٩٩٥ دخلت مبادرة الخوذ البيض طور التشغيل؛ وهي ترمي الى إتاحة اﻷفرقة الطوعية على أساس التعبئة المستمرة عن طريق أفرقة المتطوعين الوطنيين التي تقوم بأنشطة اﻷمم المتحدة في ميادين اﻹغاثة اﻹنسانية وإعادة التأهيل والتعاون التقني من أجل التنمية.

These, together with the results of the work of the second session on the financing of SMEs and technical cooperation for policy development supportive of SMEs, can provide a basis for the consideration of policy initiatives involving research and technical cooperation activities, at both national and international levels, to enhance the role of enterprises, particulary SMEs, in the development process.

Welcomes, therefore, the increasing number of requests for advisory services and technical cooperation in the field of human rights as an expression of the growing commitment of States to promote and protect human rights, and encourages all States in need of assistance in this field to consider making use of advisory services and technical cooperation in order to achieve the full enjoyment of all human rights;
