The Special Rapporteur on freedom of religion or belief has been monitoring and encouraging compliance with the provisions of the Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief since the creation of the mandate in 1986.

52. Governments were urged to take action to combat practices which violated the human rights of women and discriminated against them in the framework of all forms of intolerance and of Discrimination Based on Religion or belief.

As a result, the mandate had become broader and more proactive, but would continue to focus on the examination of incidents and government actions that were incompatible with the Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief.

In doing so she would continue to be guided by article 18 of the Universal Declaration of Human Rights, article 18 of the International Covenant on Civil and Political Rights, the Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief and the Human Rights Committee's general comment No. 22.

Not only were discrimination and intolerance totally at variance with article 18 of the International Covenant on Civil and Political Rights and the Declaration of 25 November 1981 on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief, but any defamation of religion was unacceptable.

As stated in the 1981 Declaration on the Elimination of all Forms of Intolerance and of Discrimination Based on Religion or Belief: " religion or belief, for anyone who professes either, is one of the fundamental elements in his conception of life. "

The General Assembly, in its resolution 68/170, strongly condemned all forms of intolerance and of Discrimination Based on Religion or belief, as well as violations of freedom of thought, conscience and religion or belief, and requested the Special Rapporteur to submit an interim report to the Assembly at its sixty-ninth session.
2 - وقد أدانت الجمعية العامة بشدة، في قرارها 68/170، جميع أشكال التعصب والتمييز القائمة على أساس الدين أو المعتقد، وكذلك انتهاكات حرية الفكر والضمير والدين أو المعتقد، وطلبت إلى المقرر الخاص أن يقدم تقريرا مؤقتا إلى الجمعية في دورتها التاسعة والستين.

At its forty-second session, the Commission on Human Rights decided, by resolution 1986/20 of 10 March 1986, to appoint for one year a special rapporteur to examine incidents and governmental actions in all parts of the world inconsistent with the provisions of the Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief, and to recommend remedial measures for such situations.
1 - قررت لجنة حقوق الإنسان في دورتها الثانية والأربعين، في قرارها 1986/20 المؤرخ 10 آذار/مارس 1986، أن تسمي لمدة عام واحد مقررا خاصا يكلف بالنظر في ما يقع في جميع أنحاء العالم من أحداث ويتخذ من تدابير حكومية تتعارض مع أحكام إعلان القضاء على جميع أشكال التعصب والتمييز القائمة على أساس الدين أو المعتقد، والتوصية بالتدابير الواجب اتخاذها لمعالجة الحالات الناجمة عن ذلك.

40. Moreover, the law allowed non-Muslim residents to practice their religion under Article 18 of the International Covenant on Civil and Political Rights (ICCPR) and with Article 1 of the Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief. The law provided for those restrictions to defend public policy, public health and public morality.
