69. A revised version of the " Basic principles and Guidelines on the right to a remedy and reparation for victims of violations of international human rights and humanitarian law " was prepared and discussed at a consultative meeting held in October 2003 (see E/CN.4/2004/57).

Lastly, she urges the General Assembly to continue its work on the codification of the draft articles on responsibility of States for internationally wrongful acts, submitted by the International Law Commission, and urges the Commission on Human Rights to do likewise with regard to the Basic Principles and Guidelines on the Right to a Remedy and Reparation for Victims of Violations of International Human Rights and Humanitarian Law.

20. The Basic principles and Guidelines on development-based evictions and displacement (E/CN.4/2006/41, annex), proposed in 2006 by Miloon Kothari, Special Rapporteur on adequate housing, for its possible adoption by the Human Rights Council, defines forced evictions as violations of human rights, which can only be carried out under exceptional circumstances and in full accordance with international human rights law.
20- وعرَّفت المبادئ الأساسية والتوجيهية المتعلقة بالإخلاء والتشريد بدافع تحقيق التنمية (E/CN.4/2006/41، المرفق)، التي اقترحها السيد ميلون كوثاري، المقرر الخاص المعني بالسكن اللائق، في عام 2006 لينظر مجلس حقوق الإنسان في إمكانية اعتمادها، عمليات الإخلاء القسري بأنها انتهاكات لحقوق الإنسان، ولا يجوز القيام بها إلا في ظروف استثنائية وبشكل يتوافق تماماً مع القانون الدولي لحقوق الإنسان.

(iv) To take into account the Principles and Guidelines on Children Associated with Armed Forces or Armed Groups (Paris Principles), in line with the commitments made by the Government of Afghanistan during the " Free Children from War " conference and consistent with its international obligations, with a view to putting an end to the serious abuses perpetrated against children and ensuring transparent procedures for the release of all children;

The Office also brought out the publication Human Rights in the Administration of Justice: A Manual on Human Rights for Judges, Prosecutors and Lawyers in 2004 and convened the third consultative meeting with a view to finalizing the " Basic principles and Guidelines on the right to a remedy and reparation for victims of violations of international human rights and humanitarian law " .
