This first report provides the required progress information and an update on the actions taken with regard to the views and recommendations of the Advisory Committee on Administrative and Budgetary Questions, as contained in paragraphs 4, 5 and 8 of its report dated 14 December 2001 (A/56/711).

It was recalled that, pursuant to General Assembly resolutions 46/185 C and 61/252, section XI, the Commissions were entrusted with the responsibility to approve the consolidated budget of UNODC, bearing in mind the comments and recommendations of the Advisory Committee on Administrative and Budgetary Questions.

In its resolution 52/220 of 22 December 1997, the General Assembly, in approving the comments and recommendations of the Advisory Committee on Administrative and Budgetary Questions in its report on the proposed programme budget for the biennium 1998-1999, accepted the recommendation that any third-party audit agreement should be the object of prior approval by the competent legislative bodies (see A/48/587).
