Recognizing the importance of the human rights and fundamental freedoms of women and girls in Afghanistan,
وإذ يسلم بأهمية الاعتراف بحقوق الإنسان والحريات الأساسية للنساء والفتيات الأفغانيات،

It urges States to prevent all violations of all human rights and fundamental freedoms of women and girls and to devote particular attention to abolishing practices and legislation that discriminate against women and girls, or perpetuate and condone violence against them.
وتحث الدولَ على منع جميع انتهاكات جميع حقوق الإنسان والحريات الأساسية للنساء والفتيات وعلى إيلاء اهتمام خاص لإلغاء الممارسات والتشريعات التي تميز ضد النساء والفتيات أو تديم وتتغاضى عن العنف ضدهن.

It also stressed the obligation of States to promote and protect all human rights and fundamental freedoms of women and girls. It further invited States to contribute to efforts to end obstetric fistula, including the UNFPA-led global Campaign to End Fistula.
وأكدت أيضا أن على الدول أن تلتزم بتعزيز وحماية حقوق الإنسان والحريات الأساسية للنساء والفتيات كما دعت الدول إلى المساهمة في الجهود المبذولة للقضاء على ناسور الولادة بما في ذلك الحملة العالمية التي يقودها صندوق الأمم المتحدة للسكان للقضاء على الناسور.

Stressing that States have the obligation to promote and protect all human rights and fundamental freedoms of women and girls, and must exercise due diligence to prevent, investigate and punish the perpetrators of violence against women and girls, and to provide protection to the victims, and that failure to do so violates and impairs or nullifies the enjoyment of the human rights and fundamental freedoms of the victims,
وإذ تؤكد أن على الدول أن تلتزم بتعزيز وحماية جميع حقوق الإنسان والحريات الأساسية للنساء والفتيات وأن تتوخى الحرص الواجب لمنع العنف ضد النساء والفتيات والتحقيق فيه ومعاقبة مرتكبيه وأن توفر الحماية للضحايا وأن عدم قيامها بذلك يشكل انتهاكا لحقوق الإنسان والحريات الأساسية ويخل بالتمتع بها أو يحول دونه،

It urged the Government to give high priority to the ratification of the Convention on the Elimination of All Forms of Discrimination against Women and to respect fully the human rights and fundamental freedoms of women and girls in accordance with international human rights law.
وحث القرار الحكومة على أن تولي أولوية عليا للتصديق على اتفاقية القضاء على جميع أشكال التمييز ضد المرأة، وكفالة الاحترام التام لحقوق الإنسان والحريات الأساسية للنساء والفتيات وفقا للقانون الدولي لحقوق الإنسان.

It stressed the obligation of States to promote and protect all human rights and fundamental freedoms of women and girls. It further invited States to contribute to efforts to end obstetric fistula, including to the UNFPA-led global Campaign to End Fistula.
وأكدت أن على الدول أن تلتزم بتعزيز وحماية جميع حقوق الإنسان والحريات الأساسية للنساء والفتيات كما دعت الدول إلى المساهمة في الجهود المبذولة للقضاء على ناسور الولادة بما في ذلك الحملة العالمية التي يقودها صندوق الأمم المتحدة للسكان للقضاء على الناسور.

15. Stresses that States have an affirmative duty to promote and protect the human rights and fundamental freedoms of women and girls and must exercise due diligence to prevent, investigate and punish all acts of violence against women and girls, and calls upon States:
15- تؤكد أن على الدول التزاماً إيجابياً بتعزيز وحماية حقوق الإنسان والحريات الأساسية للنساء والفتيات وأن عليها أن تبذل العناية الواجبة لمنع جميع أفعال العنف ضد النساء والفتيات والتحقيق فيها والمعاقبة عليها، وتدعو الدول إلى القيام بما يلي:

17. Stresses that States have an affirmative duty to promote and protect the human rights and fundamental freedoms of women and girls and must exercise due diligence to prevent, investigate and punish all acts of violence against women and girls, and calls upon States:
17- تؤكد أن على الدول التزاماً إيجابياً بتعزيز وحماية حقوق الإنسان والحريات الأساسية للنساء والفتيات وأن عليها أن تبذل العناية الواجبة لمنع جميع أفعال العنف ضد النساء والفتيات والتحقيق فيها والمعاقبة عليها، وتدعو الدول إلى القيام بما يلي:

Stressing that States have the obligation to promote and protect all human rights and fundamental freedoms for all, including women and girls, and must exercise due diligence to prevent and investigate acts of violence against women and girls and punish the perpetrators, eliminate impunity and provide protection to the victims and that failure to do so violates and impairs or nullifies the enjoyment of their human rights and fundamental freedoms,
وإذ تؤكد أن الدول ملزمة بتعزيز وحماية جميع حقوق الإنسان والحريات الأساسية للجميع، بمن فيهم النساء والفتيات، وأنه يجب عليها أن تسعى جاهدة على النحو الواجب لمنع ارتكاب أعمال العنف ضد النساء والفتيات والتحقيق فيها ومعاقبة مرتكبيها ووضع حد للإفلات من العقاب وتوفير الحماية لضحاياها، وأن عدم القيام بذلك يشكل انتهاكا لحقوق الإنسان والحريات الأساسية للنساء والفتيات ويخل بتمتعهن بها أو يحول دون ذلك،

Recognizing that violence against women and girls is rooted in historical and structural inequality in power relations between men and women and that all forms of violence against women seriously violate and impair or nullify the enjoyment by women and girls of all human rights and fundamental freedoms and constitute a major impediment to women's full and active contribution to society,
وإذ تسلم بأن العنف ضد المرأة والفتاة متجذر في عدم التكافؤ تاريخيا وبنيويا في علاقات القوة بين الرجل والمرأة، وبأن جميع أشكال العنف ضد المرأة تشكل انتهاكا جسيما لجميع حقوق الإنسان والحريات الأساسية للنساء والفتيات وتخل بتمتعهن بها أو تبطله وتمثل عقبةً رئيسية تحول دون مساهمة المرأة بصورة فاعلة وكاملة في المجتمع،

Recognizing that violence against women and girls is rooted in historical and structural inequality in power relations between men and women and that all forms of violence against women seriously violate and impair or nullify the enjoyment by women and girls of all human rights and fundamental freedoms and constitute a major impediment to women's full, equal and effective participation in society, the economy and political decision-making,
وإذ تسلم بأن العنف ضد المرأة والفتاة متجذر في عدم التكافؤ تاريخيا وبنيويا في علاقات القوة بين الرجل والمرأة، وبأن جميع أشكال العنف ضد المرأة تشكل انتهاكا جسيما لجميع حقوق الإنسان والحريات الأساسية للنساء والفتيات وتخل بتمتعهن بها أو تبطله وتمثل عقبةً رئيسية تحول دون مشاركة المرأة بصورة كاملة ومتساوية وفعالة في المجتمع والاقتصاد وصنع القرار السياسي،

وإذ تسلم بأن العنف ضد النساء والفتيات متجذر في عدم التكافؤ تاريخيا وبنيويا في علاقات القوة بين الرجل والمرأة، وبأن جميع أشكال العنف ضد المرأة تشكل انتهاكا جسيما لجميع حقوق الإنسان والحريات الأساسية للنساء والفتيات وتخل بالتمتع بها أو تحول دونه وتشكل عقبة رئيسية تحول دون تمكن المرأة من الاستفادة من قدراتها،

وإذ تسلم بأن العنف ضد المرأة والفتاة متجذر في عدم التكافؤ تاريخيا وبنيويا في علاقات القوة بين الرجل والمرأة، وبأن جميع أشكال العنف ضد المرأة تشكل انتهاكا جسيما لجميع حقوق الإنسان والحريات الأساسية للنساء والفتيات وتخل بالتمتع بها أو تحول دونه وتشكل عقبة رئيسية تحول دون تمكن المرأة من الاستفادة من قدراتها،

114 (b) Encourage collaboration and, [where appropriate,/and appropriate partnerships] among [various levels of Governments], NGOs, grass-roots organizations, traditional and community [and religious] leaders for the promotion and protection of all human rights and fundamental freedoms of women and girls [and the dignity and worth of the human person];

وإذ تؤكد أن على الدول الالتزام بتعزيز وحماية جميع حقوق الإنسان والحريات الأساسية للجميع، بمن فيهم النساء والفتيات، ويجب عليها توخي الحرص الواجب لمنع ارتكاب أعمال العنف ضد النساء والفتيات والتحقيق فيها ومعاقبة مرتكبيها ووضع حد للإفلات من العقاب وتوفير الحماية للضحايا، وأن عدم القيام بذلك يشكل انتهاكا لحقوق الإنسان والحريات الأساسية للنساء والفتيات ويخل بالتمتع بها أو يحول دونه،

13. Calls upon the Interim Authority and its successors to give high priority to the ratification of the Convention on the Elimination of All Forms of Discrimination against Women and to respect fully the human rights and fundamental freedoms of women and girls in accordance with international human rights law, to bring to an end, without delay, all violations of the human rights of women and girls, and to take urgent measures to ensure:
13- تطلب إلى السلطة المؤقتة وخلفها إيلاء أولوية عالية للتصديق على اتفاقية القضاء على جميع أشكال التمييز ضد المرأة، واحترام حقوق الإنسان والحريات الأساسية للنساء والفتيات احتراماً تاماً وفقاً للقانون الدولي لحقوق الإنسان، والقيام دون تأخير بإنهاء جميع انتهاكات حقوق الإنسان للنساء والفتيات، واتخاذ تدابير عاجلة لضمان ما يلي:
