كما رحبت اللجنة الدائمة بإصدار " المجموعة الإعلامية المتعلقة بإعداد تشريع وطني لتنفيذ اتفاقية حظر الألغام المضادة للأفراد " التي تستهدف مساعدة الدول الأطراف المهتمة، والتي أعدتها لجنة الصليب الأحمر الدولية، بالتعاون مع بلجيكا والحملة الدولية لحظر الألغام البرية.

28. The " Information Kit on the Development of National Legislation to Implement the Convention on the Prohibition of Anti-Personnel Mines " developed by ICRC, in cooperation with Belgium and the ICBL, is a useful reference tool.

11. The preamble to the Convention highlights " the role of public conscience in furthering the principles of humanity as evidenced by the call for a total ban on anti-personnel mines (....) " The ICRC and the ICBL in particular have perpetuated the voice of public conscience since the Convention's entry into force, playing a central role in promoting universal adherence to the Convention.
11- وتبرز ديباجة الاتفاقية " دور الوعي العام في تعزيز مبادئ الإنسانية على نحو ما يتجلى في الدعوة إلى فرض حظر تام على الألغام المضادة للأفراد (...) " . إن لجنة الصليب الأحمر الدولية والحملة الدولية لحظر الألغام البرية بشكل خاص قد واصلتا إذكاء الوعي العام بالاتفاقية منذ دخولها حيز النفاذ، وذلك بالقيام بدور رئيسي في تشجيع جميع دول العالم على الانضمام إليها.
