4. The present report is divided into two main chapters: chapter I is devoted to developments pertaining to the implementation of the Convention and chapter II to other developments relating to ocean affairs and the law of the sea.

The secretariat shall prepare a budget for the financing of activities of the Conference related to technical cooperation undertaken in accordance with articles 60, 62 and 63 and chapters II to V of the Convention and communicate it to the States parties at least sixty days in advance of the opening of the regular session at which the budget is to be adopted.
تتولَّى الأمانة إعداد ميزانية لتمويل أنشطة المؤتمر ذات الصلة بالتعاون التقني التي يُضطلع بها وفقا للمواد 60 و62 و63 والفصل الثاني إلى الخامس من الاتفاقية، وتحيل الأمانة تلك الميزانية إلى الدول الأطراف قبل ستين يوما على الأقل من افتتاح الدورة العادية التي ستُعتمد فيها.

To this end, national strategies should be geared towards the implementation of the Copenhagen Declaration on Social Development and Programme of Action of the World Summit for Social Development, in particular commitment 2 of the Declaration and chapter II of the Programme of Action.

Chapter I (Definition) and chapter II (Responsibilities) of the Act defines the " Frontier Security Zone and other areas designated for the purpose " as the territorial scope of the activities of this force.
