1. In its resolution 35/218 of 17 December 1980, the General Assembly decided that, with effect from 1 January 1981, the following rates of honoraria should be payable in those cases that it had already authorized on an exceptional basis, namely, the International Law Commission, the International Narcotics Control Board, the United Nations Administrative Tribunal and the Human Rights Committee:

At the United Nations, the framework for handling complaints of discrimination comprises the Panel on Discrimination and other Grievances, the Joint Appeals Board and the United Nations Administrative Tribunal.

67. At present, any outside attorney is allowed to represent a staff member before the joint appeals and disciplinary bodies and the United Nations Administrative Tribunal.

70. As demonstrated above, there is an absence of unanimity in the rulings of the Panel, the Joint Appeals Board and the United Nations Administrative Tribunal regarding the presence of discrimination in a given case.

5. Recourse to the Panels was designed to supplement the formal recourse procedures, namely the Joint Appeals Board, the specialized appeals bodies and the United Nations Administrative Tribunal, and to emphasize mediation.
