IMO will amend the International Safety Management Code and the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers in order to promote safe behaviour on board ships and also align those instruments more closely with the Maritime Labour Convention.

Given the importance of the human element in safety management and, in particular, the need to maintain a global standard for training for seafarers, IMO has regularly revised and updated the Standards of Training, Certification and Watchkeeping for Seafarers Convention.

83. Amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers and to its associated Code were adopted at a diplomatic conference held under the auspices of IMO in June 2010.

62. IMO member States have been urged to become parties to the 1995 International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel, in order to bring it into force and enhance training standards for fishing vessel personnel.

In order to combat terrorism, the International Maritime Organization International Ship and Port Facility Security Code, the Ship Security Officer Certificate and the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, as amended, are being implemented.

Once the 2010 Standards of Training Certification and Watchkeeping for Seafarers amendments adopted in Manila come into force in January 2012, several aspects of the Convention will already have become mandatory for seafarers covered by the Standards.

This important instrument is intended as a fourth pillar, next to three IMO Conventions - namely the International Convention for the Safety of Life at Sea, 1974 (SOLAS); the International Conventions on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW); and the International Convention for the Prevention of Pollution from Ships (MARPOL).
