The reason that the Convention was rarely invoked before the courts could be that the judiciary and legal practitioners were not conversant with its provisions, a problem that could be remedied through training programmes to inform the judiciary on gender issues, and to impart an understanding of the broad scope of the Convention and the Committee's general recommendations.

In response to requests from States for specialized training to help their judicial sectors address illicit trafficking in small arms, ammunition and explosives, and thus contribute to a reduction in impunity and armed violence, the Regional Centre held three national courses for judicial officers and legal practitioners, in the Dominican Republic, in September 2013, in Belize, in March 2014, and in Guyana, in May 2014.
