The preambular part recalls the principles on which cooperation between the United Nations and the International Organization of la Francophonie (OIF) is based.

BONUCA also continued to work in close cooperation with the African Union, the International Organization of La Francophonie, the Economic Community of Central African States (ECCAS), the International Conference on the Great Lakes Region, and the Economic and Monetary Community of Central Africa (CEMAC).

It should be noted that the text of the Declaration was drafted in close cooperation with the Council of Europe, the Commission of the European Union, the World Trade Organization, the Organisation for Economic Cooperation and Development, the International Organization of la Francophonie and the International Network on Cultural Policy.

In addition, several meetings were held with individual member Governments and various donor countries were visited in order to meet with officials of different intergovernmental organizations, such as the European Union, the Commonwealth Secretariat and the International Organization of la Francophonie.

In addition, evaluation missions are expected from the African Union, the European Union, the International Organization of la Francophonie and the Economic Community of West African States (ECOWAS), to determine the scale and deployment dates of their observer missions.
