In 1907, the theocracy established by Shabdrung Ngawang Namgyal ended when the Trongsa Penlop, Ugyen Wangchuck (1862-1926) was elected as the first king of Bhutan by popular consensus.
وفي عام 1907، انتهت الدولة الثيوقراطية التي أسسها شايدرونغ نغاوانغ نامغيال حين انتخب حاكم ترونسغا، أوغيين وانغشوك (1682-1926) أول ملك لبوتان بالإجماع الشعبي.

13. Since the establishment of the monarchy in 1907, there have been four hereditary kings: King Ugyen Wangchuck reigned from 1907 to 1926, King Jigme Wangchuck from 1926 to 1952 and King Jigme Dorji Wangchuck from 1952 to 1972.

18. The first set of codified laws was promulgated by Shabdrung Ngawang Namgyel in 1652 A.D. Later, the thirteenth temporal ruler Deb Choegyal Sherub Wangchuck (1744-1764) formulated a complete set of laws.

3. During its visit to Bhutan, the Working Group was granted an audience with H.M. King Jigme Singye Wangchuck. During the course of interviews on follow-up to its recommendations, the Group held lengthy discussions with the Foreign Minister, Lyonpo Dawa Tsering; the Home Minister, Lyonpo Dago Tshering; and the Chief Justice, Dasho Sonam Tobgye, as well as with a group of Jabmis, substitutes for lawyers.
٣- واستقبل جلالة الملك جيغمي سينغي وانغشوك الفريق العامل أثناء زيارته لبوتان وأجرى الفريق، في إطار المباحثات التي تناولت متابعة توصياته، محادثات طويلة مع وزير الخارجية، ليونبو داوا تسيرينغ ووزير الداخلية، ليونبو داغو تشيرينغ، ورئيس المحكمة العليا، داشو سونام دوجي، ومع مجموعة من المدافعين " جابمي " الذين يقومون مقام المحامين.

Wangchuk was found guilty of meeting subversive elements in India and assisting them by bringing seditious literature into Bhutan and distributing it on the pretext that the books were prayer books.
وثبت أن وانغشوك مذنب بالاجتماع بعناصر تخريبية في الهند وبمساعدتها بادخال مؤلفات مثيرة للفتنة إلى بوتان وبتوزيعها بدعوى أن الكتب هي كتب صلاة.

Wangchuk and Ngawang Tenzin were arrested on 4 February 1997, Samten Lhendup on 5 and Taw Tshering on 6 February 1997.
وتضيف أن القبض قد أُلقي على وانغشوك ونغاوانغ تنزين في ٤ شباط/فبراير ٧٩٩١، وعلى سامتن لينداب في ٥ شباط/فبراير وعلى تاو تشرينغ في ٦ شباط/فبراير ٧٩٩١.

Furthermore, while the Government notes that Wangchuk and Ngawang Tenzin were convicted on the basis of Na 1-2, Ma 1-1-, 1-3 and 1-5, it remains the case that Na 1-2 addresses the issue of forgery of documents or seals and the defrauding of others and practice of deceit for personal gain.
