The Ad Hoc Committee recommends to the General Assembly the adoption of the following draft resolution and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition, supplementing the United Nations Convention against Transnational Organized Crime:

It also noted that the Organized Crime Convention and its supplementary Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition were the principal global instruments to combat these phenomena.

That Convention, which is close to achieving universal adherence, is supplemented by its three Protocols: the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children; the Protocol against the Smuggling of Migrants by Land, Sea and Air; and the Protocol against the Illicit Manufacturing and Trafficking in Firearms, Their Parts and Components and Ammunition.

The discussions focused on the aspects and provisions related to marking and tracing and import and export controls contained in existing international instruments, such as the United Nations Programme of Action, the OSCE Document on Small Arms and Light Weapons and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition.

(a) The ratification and implementation of the United Nations Convention against Transnational Organized Crime and the supplementary Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition
(أ) التصديق على اتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة عبر الوطنية وبروتوكول مكافحة صنع الأسلحة النارية وأجزائها ومكوناتها وذخيرتها والاتجار بها بصورة غير مشروعة، المكمل لها، وتنفيذ هذه الاتفاقية

During the reporting period, several States ratified the Organized Crime Convention; the Protocol to Prevent, Suppress and Punish Trafficking in Persons; the Protocol against the Smuggling of Migrants by Land, Sea and Air; and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition, bringing the number of parties to those instruments to 155, 137, 123 and 80 respectively.

The Convention has received 138 ratifications, the Trafficking in Persons Protocol 116, the Migrants Protocol 106 and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition, 67.

(a) Providing assistance for the promotion and ratification of and accession to all three Protocols to the Organized Crime Convention, with particular attention to the Protocol against the Smuggling of Migrants by Land, Sea and Air and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition;

The Conference also noted that the Organized Crime Convention and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition (Firearms Protocol), supplementing it, were among the principal global instruments to combat these crimes, and reiterated its invitation to States, to consider becoming parties to the Protocol and to fully implement its provisions.
3- كما لاحظ المؤتمر أنَّ اتفاقية الجريمة المنظَّمة وبروتوكول مكافحة صنع الأسلحة النارية، وأجزائها ومكوّناتها، والذخيرة، والاتجار بها بصورة غير مشروعة (بروتوكول الأسلحة النارية) المكمّل لها، هما من بين الصكوك العالمية الرئيسية لمكافحة هذه الجرائم. ودعا المؤتمر الدول من جديد إلى أن تنظر في الانضمام إلى البروتوكول وتنفيذ أحكامه تنفيذاً تاماً.
