In his introductory remarks, the Chief of the International Investment, Transnationals and technology flows Branch of the Division on Investment, Technology and Enterprise Development drew upon the World Investment Report 1997 to emphasize three key aspects of recent developments with respect to FDI trends and policies.

21. In his introductory remarks, the Chief of the International Investment, Transnationals and technology flows Branch of the Division on Investment, Technology and Enterprise Development noted that the liberalization of national frameworks for foreign investment continued to be the most outstanding trend in national policies.

Although at the macroeconomic level globalization had positive effects in terms of the rate of growth, capital movement and technology flows, it benefited only a small number of countries while marginalizing many others, as had been shown in recent studies by UNCTAD, the World Bank, IMF and OECD.

To promote increased access of enterprises to international investment and technology flows, UNIDO contributes to enhancing the attractiveness of the country concerned to FDI through, inter alia, policy advice to improve the investment regime, the strengthening of national institutional capacities for investment promotion and the establishment of business alliances linking enterprises in developing countries with foreign enterprises.

19. In his concluding remarks, the Chief of the International Investment, Transnationals and technology flows Branch of the Division on Investment, Technology and Enterprise Development stated that the secretariat had taken note of the various suggestions made during the formal and informal discussions on the agenda item, especially with respect to the policy relevance of the secretariat's work.
٩١- وذكر رئيس فرع الاستثمار الدولي والشركات عبر الوطنية وتدفقات التكنولوجيا التابع لشعبة الاستثمار والتكنولوجيا وتنمية المشاريع أن اﻷمانة قد أحاطت علما بمختلف الاقتراحات المقدمة أثناء المناقشات الرسمية وغير الرسمية التي جرت بشأن هذا البند من جدول اﻷعمال، وبخاصة فيما يتعلق بمدى صلة عمل اﻷمانة بالسياسات.

24. The Chief of the International Investment, Transnationals and technology flows Branch of the Division on Investment, Technology and Enterprise Development, introducing agenda item 3, said that worldwide FDI flows had increased significantly in 1998, fuelled by a boom in mergers and acquisitions between developed countries.
