9.3 the Committee recalls that for the restrictions on the right to freedom of expression to be justified under article 19, paragraph 3, of the Covenant, they shall be provided by law and necessary: (a) for respect of the rights or reputations of others; and (b) for the protection of national security or of public order (ordre public), or of public health or morals.
