7. To this end, UNICEF encourages all Member States to increase their annual voluntary contributions to regular resources and for those in a position to do so to provide multi-year commitments and payment schedules at the pledging event held at the first regular session of the Executive Board.

France, which ratified Protocol I in 2001 and was among the first 25 States to have ratified Protocol V on Explosive Remnants of War, regrets the failure of these instruments to achieve universality and encourages States that have not yet done so to ratify them as soon as possible.

Notes with satisfaction that 2014 marks the fortieth anniversary of the Regional Seas Programme of the United Nations Environment Programme, and encourages States that have not done so to become parties to regional seas conventions addressing the protection and preservation of the marine environment;

Encourages States to submit their national reports, to the extent possible, by the end of 2009, and for those in a position to do so to use the reporting template prepared by the United Nations Development Programme, and to include therein information on progress made in the implementation of the measures highlighted in the report of the third biennial meeting of States;

1. Commends Member States that have established successful mechanisms of cooperation with non-governmental organizations and with community-based organizations in the field of human settlements, and encourages those States that have not done so to consider the establishment of such mechanisms;
١ - تثني على الدول اﻷعضاء التي أنشأت آليات ناجحة للتعاون مع المنظمات غير الحكومية والمنظمات المرتكزة على المجتمع المحلي في ميدان المستوطنات البشرية، وتشجع الدول التي لم تقم بذلك حتى اﻵن على النظر في إنشاء مثل هذه اﻵليات؛

The Committee recommended inter alia that Germany effectively apply the Hague Convention on the Civil Aspects of International Child Abduction of 1980 to all children abducted into Germany and encourage States which are not yet parties to this Convention to ratify or accede to it and, if necessary, conclude bilateral agreements to deal adequately with international child abduction.
وأوصت اللجنة، في جملة ما أوصت به، بأن تطبق ألمانيا فعلياً اتفاقية لاهاي لعام 1980 بشأن الجوانب المدنية لاختطاف الأطفال على الصعيد الدولي على جميع الأطفال المختطفين إلى ألمانيا وتشجع الدول التي ليست بعد طرفاً في هذه الاتفاقية على أن تصدق عليها أو تنضم إليها، وأن تبرم اتفاقيات ثنائية، إذا اقتضى الأمر ذلك، لكي تعالج مسألة اختطاف الأطفال على الصعيد الدولي معالجة مناسبة(54).
