11 - تحيط علما بالمساهمة التي قدمتها اللجنة الفرعية لمنع التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة التابعة للجنة مناهضة التعذيب وغيرها من المساهمات التي وردت للنظر فيها()، وتشدد في هذا الصدد على الإسهام القيم للمجتمع المدني في تلك العملية؛

(ii) " Reaffirms that every human being has the inherent right to life, and stresses in this regard that abortion should be admissible only in necessary cases, in particular where the life of the mother and/or the child is at serious risk " ;

16. Also welcomes the various important initiatives of Africa's development partners in recent years, and emphasizes in this regard the importance of coordination in such initiatives on Africa;
16 - ترحب أيضا بشتى المبادرات المهمة التي قام بها في السنوات الأخيرة الشركاء في تنمية أفريقيا، وتشدد في هذا الصدد على أهمية التنسيق في تلك المبادرات المتصلة بأفريقيا؛

6. Reiterates the importance of maximizing the contribution of the commodity sector to economic growth and sustainable development in commodity-dependent developing countries and, in this respect, stresses, inter alia, that:
٦ - تكرر تأكيد أهمية بلوغ الحد اﻷقصى لمساهمة قطاع السلع اﻷساسية في النمو الاقتصادي والتنمية المستدامة في البلدان النامية المعتمدة على السلع اﻷساسية، وتشدد في هذا الصدد على أمور منها:

" 19. Notes the impact of financial crisis or risk of contagion in developing countries, regardless of their size, and in this regard underlines the need to ensure that the international financial institutions have a suitable array of financial facilities and resources to respond in a timely and appropriate manner in accordance with their policies;
" 19 - تلاحظ أثر الأزمات المالية ومخاطر العدوى في البلدان النامية، بغض النظر عن حجمها، وتشدد في هذا الصدد على ضرورة كفالة امتلاك المؤسسات المالية الدولية لمجموعة ملائمة من التسهيلات والموارد المالية للاستجابة بطريقة سريعة وملائمة وفقا لسياساتها؛

5 - تؤكد أيضا أهمية الجهود المبذولة على الصعيد الوطني لزيادة القدرة على التغلب على المخاطر المالية وتشدد في هذا الصدد على أهمية حسن تقييم قدرة البلاد على تحمل عبء الديون وقدرتها على خدمة الدين في مجالي منع الأزمات وحلّها، وترحب بمواصلة عمل صندوق النقد الدولي لتقييم القدرة على تحمل عبء الديون؛

5. Recognizes the role of culture as an enabler of sustainable development that provides peoples and communities with a strong sense of identity and social cohesion and contributes to more effective and sustainable development policies and measures at all levels, and stresses in this regard that policies responsive to cultural contexts can yield better, sustainable, inclusive and equitable development outcomes;

Stresses the need to take active measures to reduce excessive food price volatility, while acknowledging that there is an incomplete understanding of its causes and that more research needs to be done, and in this regard underlines the need to promote greater transparency and market information at all levels;
2 - تؤكد ضرورة اتخاذ تدابير فعالة للحد من التقلب المفرط لأسعار الأغذية، مع الاعتراف بوجود قصور في فهم أسباب ذلك وبضرورة إجراء مزيد من البحث، وتشدد في هذا الصدد على ضرورة تعزيز مزيد من الشفافية وإتاحة مزيد من المعلومات المتعلقة بحالة الأسواق على جميع المستويات؛

15. Requests the Committee on Information to examine thoroughly the comprehensive review once it has been finalized and to submit its recommendations thereon to the General Assembly, and stresses in this context the importance of respecting the principal competence of the Committee to undertake the examination and submit its recommendations prior to the consideration of the review by any other body;
15 - تطلب إلى لجنة الإعلام أن تدرس بصورة كاملة الاستعراض الشامل بعد إتمامه وأن تقدم توصياتها بشأنه إلى الجمعية العامة، وتشدد في هذا الصدد على أهمية احترام الاختصاص الرئيسي للجنة في الاضطلاع بهذه الدراسة وتقديم توصيتها قبل نظر أي هيئة أخرى في هذا الاستعراض؛

Also recognizes that middle-income countries still face significant challenges in their efforts to achieve the internationally agreed development goals, including the Millennium Development Goals, and in that regard underlines the importance of international support, through various forms, that is well aligned with national priorities to address the development needs of middle-income countries, including through capacity-building;
10 - تسلم أيضا بأن البلدان المتوسطة الدخل لا تزال تواجه تحديات كبيرة على صعيد الجهود التي تبذلها لتحقيق الأهداف الإنمائية المتفق عليها دوليا، بما فيها الأهداف الإنمائية للألفية، وتشدد في هذا الصدد على أهمية تقديم الدعم الدولي بمختلف أشكاله، على نحو يتسق جيدا مع الأولويات الوطنية من أجل تلبية الاحتياجات الإنمائية للبلدان المتوسطة الدخل، بطرق منها بناء القدرات؛

" 14. Recognizes that remittances constitute an important source of private capital, and reaffirms the need to promote conditions for cheaper, faster and safer transfers of remittances in both source and recipient countries, and in this regard underscores the importance of reducing by less than 3 per cent the transaction costs of migrant remittances and of eliminating remittance corridors with costs higher than 5 per cent;

29. Expresses strong support for the continuation of Enhanced Structural Adjustment Facility operations, and, in this regard, emphasizes the urgency of securing the Facility’s funding and sustenance;
