1. Moratorium on the Importation, Exportation and manufacture of Small Arms and Light Weapons in West Africa
١ - وقف استيراد وتصدير وتصنيع اﻷسلحة الصغيرة واﻷسلحة الخفيفة في غرب أفريقيا

Welcoming the initiatives by States members of the Economic Community of West African States to conclude their agreement on a moratorium on the importing, exporting and manufacture of light weapons,
وإذ ترحب بالمبادرات التي قامت بها الدول اﻷعضاء في الاتحاد الاقتصادي لدول غربي أفريقيا ﻹبرام اتفاق يقضي بالتوقف عن استيراد وتصدير وتصنيع اﻷسلحة الخفيفة،

وإذ ترحب بالمبادرات التي قامت بها الدول اﻷعضاء في الاتحاد الاقتصادي لدول غربي أفريقيا ﻹبرام اتفاق عن توريد وتصدير وتصنيع اﻷسلحة الخفيفة،

4. The Secretary-General looks forward to the implementation by interested African States of a moratorium on import, export and manufacture of light weapons.
٤ - ويتطلع اﻷمين العام قدما إلى قيام الدول اﻷفريقية المهتمة بتنفيذ وقف اختياري لاستيراد وتصدير وتصنيع اﻷسلحة الخفيفة.

12. The conference gave rise to a proposal to declare a moratorium on the import, export and manufacture of light weapons.
١٢ - ونتج عن المؤتمر اقتراح بإعلان وقف اختياري لاستيراد وتصدير وتصنيع اﻷسلحة الخفيفة.

It also emphasized that all States and the relevant regional and international organizations should intensify their cooperation efforts to combat all aspects of illicit trafficking, and that the United Nations should encourage the adoption and implementation of regional and subregional moratoriums, where appropriate, on the transfer and manufacture of small arms and light weapons.
وأكد أيضا على أنه ينبغي لجميع الدول والمنظمات اﻹقليمية والدولية ذات الصلة أن تتعاون في تكثيف جهودها لوقف جميع جوانب الاتجار غير المشروع، وأنه ينبغي لﻷمم المتحدة أن تشجع على إقــرار اتفاقــات إقليمية ودون إقليمية. حسب الاقتضاء، توقف نقــل وتصنيع اﻷسلحة الصغيرة واﻷسلحة الخفيفة وأن تعمل على تنفيذها.

We also urge all friends of Africa to support the implementation of the Moratorium on the import, export and manufacture of small arms and light weapons in West Africa, which aims at stemming the illicit traffic in these weapons in our subregion.
ونحن نحث أيضا أصدقاء أفريقيا على تأييد تنفيذ الوقف الاختياري لاستيراد وتصدير وتصنيع اﻷسلحة الصغيرة واﻷسلحة الخفيفة في غرب أفريقيا، الذي يستهدف وقف الاتجار غير المشروع بهذه اﻷسلحة في منطقتنا دون اﻹقليمية.

53. States should consider the establishment of the declaration of post-conflict moratoriums on the import/export and manufacture of small arms and light weapons.

87. United Nations departments and agencies played a substantial role in promoting and supporting efforts to establish a moratorium on the importation, exportation and manufacture of light weapons in West Africa.
٧٨ - اضطلعت إدارات اﻷمم المتحدة ووكالاتها بدور هام في تشجيع ودعم الجهود المبذولة لوقف استيراد وتصدير وتصنيع اﻷسلحة الخفيفة في غرب أفريقيا.

50. On 8 August 1995, Lieutenant-General Hussein Kamel, the former head of the Military Industrialization Corporation (MIC), an organization responsible for the development and manufacture of proscribed weapons, departed for Jordan.
٥٠ - وكان الفريق حسين كامل، الرئيس السابقة لهيئة التصنيع الحربي، وهي هيئة مسؤولة عن تطوير وتصنيع اﻷسلحة المحظورة، قد غادر إلى اﻷردن في ٨ آب/أغسطس ١٩٩٥.

(i) The United Nations should encourage the adoption and implementation of regional or subregional moratoriums, where appropriate, on the transfer and manufacture of small arms and light weapons, as agreed upon by the States concerned;
)ط( ينبغي على اﻷمم المتحدة أن تشجع على إقرار وتنفيذ اتفاقات الحظر اﻹقليمية ودون اﻹقليمية المفروضة، حسب الاقتضاء، علىنقل وتصنيع اﻷسلحة الصغيرة واﻷسلحة الخفيفةعلى النحو الذي تتفق عليه الدول المعنية؛

7. Takes note of the conclusions of the ministerial consultation on the proposal for a moratorium on the importing, exporting and manufacture of light weapons in the region, held at Bamako on 26 March 1997, and encourages the States concerned to pursue their consultations on the matter;
٧ - تحيط علما بنتائج المشاورة الوزارية المتعلقة باقتراح وقف استيراد وتصدير وتصنيع اﻷسلحة الخفيفة بالمنطقة، التي انعقدت بباماكو في ٢٦ آذار/ مارس ١٩٩٧، وتشجع الدول المعنية على مواصلة تنسيقاتها في هذا الشأن؛

Similarly, the General Assembly, on the basis of the Secretary-General's support for the proposal for a moratorium on the importing, exporting and manufacture of light weapons which was formulated during the ministerial consultation held in Bamako on 26 March 1997, would encourage the States involved to pursue their consultations on the matter.
وبالمثل، فإن الجمعية العامة، وعلى أساس تأييد اﻷمين العام للاقتراح الداعي إلى وقف استيراد وتصدير وتصنيع اﻷسلحة الخفيفة، والذي تمت صياغته أثناء المشاورة الوزارية التي عقدت في باماكو يوم ٢٦ آذار/ مارس ١٩٩٧، تشجع الدول المعنية على مواصلة مشاوراتها في هذا الشأن.

67. The Declaration of a Moratorium on the Importation, Exportation and manufacture of Small Arms and Light Weapons in West Africa was adopted for an initial duration of three years by the States members of the Economic Community of West African States (ECOWAS) on 31 October 1998.
٦٧ - وقد اعتمد اﻹعلان بشأن وقف استيراد وتصدير وتصنيع اﻷسلحة الصغيرة في غرب أفريقيا، لمدة ابتدائية قدرها ثلاث سنوات، من قبل الدول اﻷعضاء في الجماعة الاقتصادية لدول غرب أفريقيا، في ٣١ تشرين اﻷول/اكتوبر ١٩٩٨.

Recommendation 19. The United Nations should encourage the adoption and implementation of regional or subregional moratoriums, where appropriate, on the transfer and manufacture of small arms and light weapons, as agreed upon by the States concerned. (A/52/298, annex, para. 80 (i))

One such initiative was the Moratorium on the Importation, Exportation and manufacture of Small Arms and Light Weapons in West Africa, declared by the Economic Community of West African States (ECOWAS).39

the Moratorium on the importing, exporting and manufacture of small arms and light weapons in West Africa is an outstanding illustration of that.
