Alarmed by the rapid and widespread increase in the illicit manufacture, trafficking and consumption, in particular by youth, of synthetic drugs in many countries and by the high probability that amphetamine-type stimulants, methamphetamine and amphetamine in particular, may become drugs of choice among abusers in the twenty-first century,
وإذ يثير جزعها الزيادة السريعة والواسعة النطاق التي يشهدها تصنيع المخدرات الاصطناعية والاتجار بها وتعاطيها على نحو غير مشروع ولا سيما من جانب الشباب في عدد كبير من البلدان وتنامي احتمالات تحول المنشطات الامفيتامينية ولا سيما الميتامفيتامين والأمفيتامين إلى عقاقير مفضلة لدى المتعاطين في القرن الحادي والعشرين،
