(a) To analyse the state of the global environment and assess global and regional environmental trends, provide policy advice, early warning information on environmental threats, and to catalyse and promote international cooperation and action, based on the best scientific and technical capabilities available;

2. Requests the Executive Director to continue, within existing resources, to cooperate with the appropriate regional organizations and to provide policy advice and technical assistance, especially in capacity-building, to countries with economies in transition, tailored to each country's respective economic and social needs in the field of housing and human settlements, and paying special attention, inter alia, to:
٢ - تطلب إلى المدير التنفيذي أن يواصل، في حدود الموارد المتاحة، تعاونه مع المنظمات اﻹقليمية ذات الصلة، وتقديم المشورة بشأن السياسات والمساعدة التقنيـة وبخاصـة فـي مجـال بناء القدرات، إلى البلدان التي تمر إقتصاداتها بمرحلة إنتقال، بحيث تتناسب مع الإحتياجات اﻹقتصادية واﻹجتماعية لكل بلد في مجال اﻹسكان والمستوطنات البشرية، وإيلاء إهتمام خاص لعدة أمور من بينها:

Represent the UNEP Executive Director in briefings and provide policy advice and information materials to permanent missions to United Nations Headquarters and their delegations to the General Assembly and the United Nations Economic and Social Council and its subsidiary bodies, (one exercise as required), (GA 2997 (XXVII)), (internal: all divisions as necessary), (external: Governments) ***
(ج) تمثيل المدير التنفيذي لبرنامج الأمم المتحدة للبيئة في جلسات الإحاطة وتقديم المشورة بشأن السياسات والمواد الإعلامية للبعثات الدائمة لدى المقر الرئيسي للأمم المتحدة ووفودها لدى الجمعية العامة والمجلس الاقتصادي والاجتماعي التابع للأمم المتحدة وهيئاته الفرعية، (تدريب واحد حسب الاحتياج)، (GA 2997 (XXVII)، (داخلياً: جميع الشُعَبْ حسب الضرورة)، (خارجياً: الحكومات)***

This involves research and analysis and providing policy advice and technical assistance to small island developing States, including in smooth transition strategies for small island developing States that will be graduating from least developed countries status to trade and investment policies.

The Secretary-General’s proposal aims to strengthen the capacity of the subprogramme to evaluate the development impact of foreign direct investment, provide policy advice to countries in need of it, examine policy options for developing countries and countries with economies in transition, conduct case studies and provide country-specific assistance.
56 - يهدف اقتراح الأمين العام إلى تعزيز قدرة البرنامج الفرعي على تقييم الأثر الإنمائي للاستثمار الأجنبي المباشر، وتقديم المشورة بشأن السياسات إلى البلدان التي تحتاج إليها، ودراسة الخيارات على صعيد السياسات المتاحة أمام البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقالية، وإجراء دراسات لحالات إفرادية، وتقديم المساعدة المناسبة لكل بلد على حدة.
