Also calls upon all States to ensure, protect and respect the freedom of expression and association of human rights defenders and, where registration is required, to facilitate registration, including through the establishment of effective and transparent criteria and non-discriminatory, expeditious and inexpensive procedures in accordance with national legislation;
5 - تهيب أيضا بجميع الدول أن تكفل حرية التعبير وتكوين الجمعيات للمدافعين عن حقوق الإنسان وأن تحميها وتحترمها، وأن تيسر تسجيلها، حيثما يكون ذلك مطلوبا، من خلال جملة من التدابير منها تحديد معايير فعالة وشفافة وإجراءات غير تمييزية وسريعة وغير مكلفة وفقا للتشريعات الوطنية؛

Also calls upon all States to ensure, protect and respect the freedom of expression and association of human rights defenders, in particular through transparent, nondiscriminatory, expeditious and inexpensive procedures for the acquisition of legal status as organizations or associations if such acquisition is required, in accordance with national legislation;
5- تهيب أيضاً بجميع الدول أن تكفل حرية التعبير وتكوين الجمعيات للمدافعين عن حقوق الإنسان وأن تحميها وتحترمها، لا سيما باتخاذ إجراءات شفافة وغير تمييزية وعاجلة وقليلة التكلفة لاكتساب المركز القانوني كمنظمات أو جمعيات، إذا كان اكتساب مثل هذا المركز أمراً ضرورياً، وفقاً للتشريعات الوطنية؛
