On 12 June and 6 September 2013, the Secretariat sent a letter to parties and others inviting them to submit comments on the guidance documents referred to in paragraph 3 above.

The secretariat, in cooperation with the secretariat of the Stockholm Convention, will undertake a review of a number of completed national implementation plans for the Stockholm Convention and will consider whether there is a need to revise the relevant guidance documents.
وستتولى الأمانة بالتعاون مع أمانة اتفاقية استكهولم، إجراء استعراض لعدد من خطط التنفيذ الوطنية المكتملة لاتفاقية استكهولم، وستنظر فيما إذا كان ثمة حاجة إلى تنقيح وثائق التوجيهات ذات الصلة.

Responding to a query from the floor, the representative of the Secretariat confirmed that the draft guidance documents would be translated prior to their submission to the Conference of the Parties, subject to the availability of funding.
89- وردَّاً على استفسار من المنصّة، أكَّد ممثل الأمانة أن مشاريع وثائق التوجيهات سوف تُتَرجَم قبل تقديمها إلى مؤتمر الأطراف، رهناً بتوفر التمويل.

The Secretariat reviewed the comments received on the other guidance documents referred to in paragraphs 3 (b), (c), (f) and (g) above but was unable to review the documents owing to a lack of available resources.
13 - واستعرضت الأمانة التعليقات الواردة على وثائق التوجيهات الأخرى المشار إليها في الفقرات الفرعية (ب) و(ج) و(و) و(ز) من الفقرة 3 أعلاه ولكنها لم تتمكّن استعراض الوثائق بسبب قلة الموارد المتاحة.

Encourages parties to use the new and revised guidance documents listed in the annex to the present decision when developing, reviewing and updating their national implementation plans;
5 - يشجّع الأطراف على استعمال وثائق التوجيهات الجديدة والمنقّحة المذكورة في مرفق هذا المقرر عند صياغة خطط التنفيذ الوطنية الخاصة بها واستعراضها واستكمالها()؛

In response to the requests in paragraphs 11 and 13 of decision SC-6/12, and on the basis of the comments received, the Secretariat has prepared revised draft versions of the following guidance documents for consideration by the Conference at its seventh meeting:
12 - واستجابة للطلبات الواردة في الفقرتين 11 و13 من المقرر ا س-6/12 واستناداً إلى التعليقات الواردة قامت الأمانة بإعداد صِيغ منقّحة لمشاريع وثائق التوجيهات التالية لينظر فيها المؤتمر في اجتماعه السابع:

Requests parties and others to provide comments to the Secretariat based on their experience in using the most up-to-date versions of guidance documents to assist parties in developing, reviewing and updating their national implementation plans, as listed in the annex to the present decision, on how to improve their usefulness;
6 - يطلب إلى الأطراف والجهات الأخرى أن تقدِّم إلى الأمانة تعليقات تستند إلى تجربتها في استعمال أحدث صِيغ وثائق التوجيهات كما ترد في مرفق هذا المقرر لمساعدة الأطراف في وضع واستعراض واستكمال خطط التنفيذ الوطنية الخاصة بها بشأن كيفية تحسين فائدة هذه التوجيهات؛

The Guidance team provides methodological support to all DPKO/DFS units in the development of policy and guidance, supports DPKO senior management approvals process, undertakes dissemination and repository responsibilities for internal guidance documents for peacekeeping and develops cross-cutting guidance/doctrine documents.

Conveying a message from Ms. Jimena Nieto (Colombia), Chair of the Committee, the representative of the Secretariat highlighted that the Working Group's consultation with the Committee on the four draft guidance documents prior to their finalization and submission to the Conference of the Parties at its twelfth meeting was aimed at ensuring that they would attract the broadest possible support.
ونقل ممثل الأمانة رسالةً من السيدة جيمنا نيتو (كولومبيا)، رئيسة اللجنة، موضحاً أن تشاور الفريق العامل مع اللجنة بشأن مشاريع وثائق التوجيهات الأربعة قبل وضع صيغتها النهائية وتقديمها إلى مؤتمر الأطراف في اجتماعه الثاني عشر، يهدف إلى ضمان أن تنال أكبر تأييد ممكن على أوسع نطاق.

Requests the Secretariat to transmit to the Stockholm Convention Secretariat the comments made by the Open-ended Working Group on four Stockholm Convention draft guidance documents by 31 October 2014 at the latest, as requested in paragraph 9 (b) of decision BC-11/3;
12- يطلب من الأمانة أن تُحيل إلى أمانة اتفاقية استكهولم التعليقات التي أبداها الفريق العامل المفتوح العضوية() على مشاريع وثائق التوجيهات الأربعة لاتفاقية استكهولم() في موعد لا يتجاوز 31 تشرين الأول/أكتوبر 2014 حسب الطلب الوارد في الفقرة 9 (ب) من المقرر ا ب 11/3؛

In paragraphs 11 and 13 (a) of the same decision, the Conference of the Parties, among other things, also requested the Secretariat to update the guidance documents referred to in paragraph 3 above on the basis of the comments received from parties and others, subject to the availability of resources.
5 - وفي الفقرتين 11 و13 (أ) من نفس هذا المقرَّر طلب مؤتمر الأطراف أيضاً، في جملة أمور، إلى الأمانة أن تقوم بتحديث وثائق التوجيهات المشار إليها في الفقرة 3 أعلاه على أساس التعليقات الواردة من الأطراف ومن الجهات الأخرى، رهناً بتوفُّر الموارد.

To undertake, subject to the availability of resources, capacity-building and training activities to support parties and, hence, facilitate the development, revision and updating of national implementation plans, taking into account the guidance documents listed in the annex to the present decision;
(ب) أن تضطلع، رهناً بتوفُّر الموارد، بأنشطة بناء القدرات والتدريب لدعم الأطراف، وأن تسهِّل بذلك صياغة وتنقيح واستكمال خطط التنفيذ الوطنية، آخذة في الاعتبار وثائق التوجيهات المدرجَة في مرفق هذا المقرر؛

UNMISS had developed several mission-specific guidance documents, including standard operating procedures to implement the United Nations human rights due diligence policy and protection of civilians guidelines for when civilians sought protection at UNMISS bases, which had been a guidance gap.
ووضعت بعثة الأمم المتحدة في جنوب السودان عددا من وثائق التوجيهات الخاصة بالبعثة، منها إجراءات التشغيل الموحدة لتنفيذ مبادئ الأمم المتحدة التوجيهية لحقوق الإنسان المتعلقة بسياسات بذل العناية الواجبة وحماية المدنيين، التي ينبغي اتباعها عندما يلتمس المدنيون الحماية في القواعد التابعة للبعثة، وهي نقطة كانت تعاني من فجوة في التوجيهات.
