23. A strategy paper and draft country programme document on future cooperation were drafted based on the outcome of the MTR as well as meetings held with members of the Steering Committee established during the MTR process.

The current procedure, as per decision 2001/11, is that each country programme document is approved in January on a no-objection basis without presentation or discussion, unless at least five members of the Board have informed the secretariat in writing prior to the session of their wish to bring a particular country programme document before the Board.
