وتضطلع اللجنة الوطنية المعنية بتنفيذ القانون الإنساني الدولي بأعمال تمهيدية بغية صياغة بروتوكول لحماية الأشخاص ذوي الإعاقة خلال النـزاعات المسلحة وحالات الطوارئ الإنسانية والكوارث الطبيعية.

Interpreting international cooperation widely is important if it is to support the full implementation of the Convention which requires, inter alia, that States parties take all necessary measures to ensure the protection and safety of persons with disabilities in situations of risk, including situations of armed conflict, humanitarian emergencies and natural disasters.
ومن المهم إعطاء تفسير واسع للتعاون الدولي إذا أريد دعم التنفيذ الكامل للاتفاقية، الأمر الذي يتطلب جملة أمور منها اتخاذ الدول الأطراف جميع التدابير الضرورية لضمان حماية الأشخاص ذوي الإعاقة وسلامتهم في الظروف الخطرة بما في ذلك أوضاع النزاع المسلح وحالات الطوارئ الإنسانية والكوارث الطبيعية().
