وينص قرار الجمعية العامة 45/100 على أن " التخلي عن ضحايا الكوارث الطبيعية وحالات الطوارئ المماثلة دون تقديم المساعدة الإنسانية لهم يشكل تهديداً لحياة الإنسان وإهانة للكرامة البشرية " ().

As the General Assembly notes in resolution 45/100, " the abandonment of the victims of natural disasters and similar emergency situations without humanitarian assistance constitutes a threat to human life and an offence to human dignity " .
وحسب ما أوردته الجمعية العامة في القرار 45/100، " فإن ترك ضحايا الكوارث الطبيعية وحالات الطوارئ المماثلة بلا مساعدة إنسانية يمثل خطرا على الحياة الإنسانية وإهانة لكرامة الإنسان " ().

The General Assembly was keen in recognizing as much, when in resolution 43/131 (Humanitarian assistance to victims of natural disasters and similar emergency situations) it stated:
وقد حرصت الجمعية العامة على الاعتراف بذلك، فقد ذكرت في القرار 43/131 (تقديم المساعدة الإنسانية إلى ضحايا الكوارث الطبيعية وحالات الطوارئ المماثلة) ما يلي:

General Assembly resolutions 43/131 and 45/100, on humanitarian assistance to victims of natural disasters and similar emergency situations, emphasize that " in the event of natural disasters and similar emergency situations, the principles of humanity, neutrality and impartiality must be given utmost consideration by all those involved in providing humanitarian assistance " .
ويؤكد قرارا الجمعية العامة 43/131 و 45/100 المتعلقان بتقديم المساعدة الإنسانية لضحايا الكوارث الطبيعية وحالات الطوارئ المماثلة على أنه ' ' في حالات الكوارث الطبيعية وحالات الطوارئ المماثلة يجب أن تكون مبادئ الإنسانية والحيدة والنزاهة فوق كل اعتبار لدى جميع من يقدمون مساعدة إنسانية``().

It can be argued that this duty to cooperate is referenced as the leading basis for two General Assembly resolutions reaffirming the primary responsibility of States to provide assistance to victims of natural disasters and similar emergencies that occur within their territory.

Furthermore, the principle of cooperation is to be understood also as being complementary to the primary duty of the authorities of the affected State to take care of the victims of natural disasters and similar emergencies occurring in its territory.

Since the proclamation by the General Assembly, in its resolution 44/236 of 22 December 1989, of the International Decade for Natural Disaster Reduction, concerted international efforts have been made to reduce the effects of natural disasters and similar emergencies through the International Framework of Action for the Decade (resolution 44/236, annex).
١ - منذ أن أعلنت الجمعية العامة، في قرارها ٤٤/٢٣٦، المؤرخ ٢٢ كانون اﻷول/ديسمبر ١٩٨٩، العقد الدولي للحد من الكوارث الطبيعية، بذلت جهود دولية متضافرة من أجل تخفيف آثار الكوارث الطبيعية وحالات الطوارئ المماثلة من خلال إطار العمل الدولي للعقد )القرار ٤٤/٢٣٦، المرفق()١(.

Concerned about the impediments created by natural disasters and similar emergencies to the development efforts of the affected countries, and welcoming the efforts of the Department of Humanitarian Affairs, in the context of the International Decade for Natural Disaster Reduction, to promote disaster prevention, mitigation and preparedness measures,
