In addition, the Transnational Threats Action against Terrorism Unit has contributed to raising awareness of the need to strengthen control of explosive substances, a commitment of all States that are parties to the Convention for the Suppression of Terrorist Bombings of 1997.

119. The Plan of Action also provided for the establishment of the Action against Terrorism Unit at the OSCE secretariat, within the Office of the Secretary-General.

This is particularly demonstrated through strengthened cooperation with the OSCE Action against Terrorism Unit and the Office for Democratic Institutions and Human Rights, and through mutual participation in UNODC and OSCE technical assistance activities.

4. With regard to the activities of the OSCE secretariat, the Action against Terrorism Unit coordinates OSCE counter-terrorism activities and is the focal point for international cooperation in this area.

The Action against Terrorism Unit has sponsored three national workshops on the WCO Framework and is raising awareness among the authorities of participating States about the vulnerability of container shipments to terrorist attacks and facilitated information exchange on fast-moving developments related to international efforts to improve container security.
وقد قامت وحدة إجراءات مكافحة الإرهاب برعاية ثلاث حلقات عمل وطنية بشأن إطار عمل منظمة الجمارك العالمية، وهي تعمل على توعية سلطات الدول المشاركة بمدى ضعف شحنات الحاويات أمام الهجمات الإرهابية وبأهمية تيسير تبادل المعلومات بشأن التطورات السريعة المتصلة بالجهود الدولية الرامية إلى تحسين أمن الحاويات.

The Action against Terrorism Unit regularly reviews this process to inform the participating States and the OSCE bodies and institutions of the status of progress, and to devise approaches to facilitate the participating States to implement this commitment.
وتستعرض وحدة إجراءات مكافحة الإرهاب بشكل منتظم هذه العملية لإبلاغ الدول المشاركة وهيئات ومؤسسات منظمة الأمن والتعاون في أوروبا بحالة هذه العملية، وصياغة النهوج التي من شأنها تيسير تنفيذ الدول المشاركة لهذا الالتزام.

OSCE, in particular the Action against Terrorism Unit of its Transnational Threats Department, is also participating in a project run by the Regional Centre and the Counter-Terrorism Implementation Task Force on the implementation of the United Nations Global Counter-Terrorism Strategy in Central Asia.

188. Following the 2004 Ministerial Council decision on enhancing container security, the Action against Terrorism Unit organized a technical expert workshop on container security, held on 7 and 8 February 2005, in which 170 persons participated.

54. OSCE has promoted the effective prohibition and prevention of incitement through many initiatives, including four expert workshops devoted to this theme, organized in part by its Action against Terrorism Unit between 2005 and 2010.

6. The Action against Terrorism Unit, in close cooperation with UNODC Terrorism Prevention Branch, has been promoting the ratification and legislative implementation of all universal anti-terrorism conventions and protocols.

In implementing the OSCE ministerial decision, the Action against Terrorism Unit organized an OSCE workshop in Vienna, in May 2010, on promoting the ICAO " public key directory " .

The Transnational Threats Action against Terrorism Unit continued its supportive work on promoting enhanced container and supply chain security, an area particularly relevant in terms of preventing terrorists from acquiring weapons of mass destruction through illicit trafficking and potentially abusing international supply chains as a means of chemical, biological, radiological and nuclear delivery.
واصلت وحدة إجراءات مكافحة الإرهاب التابعة لإدارة التهديدات عبر الوطنية عملها الداعم لتعزيز أمن الحاويات وسلسلة التوريد، وهو مجال يكتسي أهمية خاصة في ما يتعلق بمنع الإرهابيين من اقتناء أسلحة الدمار الشامل من خلال الاتجار غير المشروع والاستغلال المحتمل لسلاسل التوريد الدولية كوسيلة لإيصال المواد الكيميائية والبيولوجية والإشعاعية والنووية.

The experts noted in particular the efforts of Interpol and the International Civil Aviation Organization (ICAO) to enhance the security of passports and other travel-related identity documents, as well as the work of the OSCE Action against Terrorism Unit in promoting the implementation and use of the programmes of ICAO and Interpol and other assistance in relation to the security of travel and identity document security.

The Action against Terrorism Unit organized two events on countering the use of Internet for terrorist purposes: the OSCE Expert Workshop on Combating the Use of Internet for Terrorist Purposes held in October 2005, and the joint OSCE/Council of Europe Expert Workshop on Preventing Terrorism, held in October 2006, dedicated an entire meeting to the topic.
141 - ونظمت وحدة إجراءات مكافحة الإرهاب حدثين بشأن مكافحة الإنترنت لأغراض الإرهاب؛ فقد عقدت حلقة عمل الخبراء التي عقدتها منظمة الأمن والتعاون في أوروبا بشأن مكافحة استخدام الإنترنت لأغراض الإرهاب، في تشرين الأول/أكتوبر 2005، وخصصت حلقة عمل الخبراء بشأن منع الإرهاب، التي اشتركت في تنظيمها في تشرين الأول/أكتوبر 2006 منظمة الأمن والتعاون في أوروبا ومجلس أوروبا، اجتماعا كاملا لمعالجة هذا الموضوع.

Among other conferences and meetings, the Team took part in the workshop on combating incitement to terrorism on the Internet, convened in November 2007 by the Action against Terrorism Unit of the Organization for Security and Cooperation in Europe (OSCE), and in the information technology and national security conference held in Saudi Arabia in December 2007.

The Transnational Threats Department/Action against Terrorism Unit of the OSCE secretariat also supports the objectives contained in Security Council resolution 1540 (2004) through two of its programmes: the programme on promoting the international legal framework against terrorism and cooperation in criminal matters related to terrorism and the programme promoting container and supply-chain security.
كما تدعم وحدة إجراءات مكافحة الإرهاب التابعة لإدارة التهديدات عبر الوطنية بأمانة المنظمة الأهداف الواردة في قرار مجلس الأمن 1540 (2004) عن طريق اثنين من برامجها: برنامج تعزيز الإطار القانوني الدولي لمكافحة الإرهاب والتعاون في المسائل الجنائية المتصلة بالإرهاب وبرنامج تعزيز أمن الحاويات وسلاسل الإمداد.

Furthermore, in line with the OSCE Consolidated Framework for the Fight against Terrorism, the Action against Terrorism Unit of the OSCE Transnational Threats Department supports the objectives of resolution 1540 (2004) through its programme on promoting the international legal framework against terrorism and cooperation in criminal matters related to terrorism.
