1. Reaffirms the need to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity, and in this regard, calls upon Governments to take active measures:
1- يؤكد من جديد ضرورة تعزيز وحماية وكفالة تمتع جميع الأشخاص ذوي الإعاقة تمتعاً كاملاً ومتكافئاً بجميع حقوق الإنسان والحريات الأساسية، وتعزيز احترام كرامتهم المتأصّلة ويدعو الحكومات، في هذا الصدد، إلى اتخاذ تدابير فعالة من أجل ما يلي:

13. The Government is committed to fulfilling its obligation to implement the Covenant, and it will continue to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity.
13- والحكومة مصممة على أداء واجبها بتنفيذ العهد، وستستمر في تعزيز وحماية وكفالة تمتع جميع الأشخاص ذوي الإعاقة بكامل حقوق الإنسان والحريات الأساسية على قدم المساواة مع غيرهم، وتوطيد احترام كرامتهم الإنسانية الأصيلة.

Since the purposes and objectives of the Convention are " to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities " (art. 1, para. 1), international cooperation represents an important instrument to support the realization of political rights of persons with disabilities.

31 - وجرى التشديد على إلحاح الوفاء بالأهداف الإنمائية للألفية الممتدة حتى عام 2015، خصوصا فيما يتعلق منها تلك المتعلقة ببقاء الطفل وصحة الأم والطفل، والتعليم، وفيروس نقص المناعة البشرية/الإيدز، وحماية وكفالة حقوق الأطفال.
