In his opening statement, Francis Nhema, Minister for Environment and Tourism of Zimbabwe and Chairman of the Bureau for the sixteenth session of the Commission, expressed his support for regional implementation meetings as an integral component of the Commission, giving depth and breadth to its deliberations.

It was in this context that the rich and fruitful discussions on international environmental governance took place, further inspired by the keynote speech of the then Minister for Environment and Tourism of South Africa, Mr. Marthinus van Schalkwyk, who stated: " Only once we are clear where we want to go, should we ask the institutional questions relating to format and structure. Form must follow function.
