3- يتولى اصدار وثائق التفويض رئيس الدولة أو الحكومة أو وزير الشؤون الخارجية أو شخص مفوض من جانب أي منهما، أما في حالة منظمة التكامل الاقتصادي الاقليمي فتتولى اصدارها الجهة المختصة في تلك المنظمة.

" 3- يتولى إصدارَ وثائق التفويض رئيسُ الدولة أو الحكومة أو وزير الشؤون الخارجية أو ممثل الدولة الطرف الدائم لدى الأمم المتحدة وفقا للقانون الوطني لتلك الدولة الطرف أو، في حالة منظمة تكامل اقتصادي إقليمية، الجهة المختصة في تلك المنظمة.

(c) resists, hinders or obstructs the Minister of Foreign Affairs or any officer or other person in the lawful exercise of his powers under this Act;

In accordance with rule 18 of the rules of procedure for the Conference, the credentials shall be issued by the Head of State or Government, by the Minister for Foreign Affairs or by the Permanent Representative to the United Nations of the State party in accordance with its domestic law or, in the case of a regional economic integration organization, by the competent authority of the organization.

(d) knowingly misleads or attempts to mislead the Minister of Foreign Affairs or any officer or other person in the lawful execution of his powers under this Act;
(د) يُضلل أو يحاول أن يُضلل عمدا وزير الشؤون الخارجية أو أي موظف أو شخص آخر لدى ممارسته المشروعة لصلاحياته بموجب هذا القانون؛
