IV. Practical issues relating to the assumption of the function of supervisory authority
رابعا- المسائل العملية ذات الصلة بتولّي وظيفة السلطة الإشرافية

The function of supervisory authority under the future space assets protocol will be established to contribute to the proper implementation of the protocol and, hence, to further international cooperation in the peaceful uses of outer space.
وستُنشأ وظيفة السلطة الإشرافية بمقتضى بروتوكول الموجودات الفضائية المقبل بغية الإسهام في تنفيذ البروتوكول على نحو سليم، ومن ثم بغية المضي قُدماً في التعاون الدولي في استخدام الفضاء الخارجي في الأغراض السلمية.

25. The assumption of the function of supervisory authority by the United Nations would entail costs, including set-up costs of the international registry, staff resources and meeting costs.

20- أما وقد جرت مناقشة مسألة ما إذا كانت هناك أي قيود دستورية أم لا تحول دون تولّي الأمين العام أو الجمعية العامة وظيفة السلطة الإشرافية بمقتضى بروتوكول الموجودات الفضائية، فإنه لا بدّ من النظر بعين الاعتبار في المقتضيات العملية لممارسة هذه الوظيفة.

26. In view of the international public nature of the function of supervisory authority under the future space assets protocol, it would be appropriate for the supervisory authority as well as its representatives and officials to enjoy the privileges and immunities required for the proper exercise of the function.
26- بالنظر إلى الطبيعة العمومية الدولية التي تتسم بها وظيفة السلطة الإشرافية بمقتضى بروتوكول الموجودات الفضائية المقبل، سوف يكون من المناسب أن تتمتّـع السلطة الإشرافية، وكذلك ممثلوها وموظفوها بالامتيازات والحصانات اللازمة لممارسة هذه الوظيفة على نحو صحيح.

27. If the United Nations were to assume the function of supervisory authority with a view to furthering its purposes, the United Nations, representatives of members and officials of the United Nations would enjoy privileges and immunities provided for by the Cape Town Convention and the space assets protocol.
27- فإذا ما تولّت الأمم المتحدة وظيفة السلطة الإشرافية بغية تعزيز أغراضها المنشودة، فإن من شأن الأمم المتحدة وممثلي الأعضاء فيها وموظفيها أن يتمتّعوا بالامتيازات والحصانات التي تنصّ عليها اتفاقية كيب تاون وبروتكول الموجودات الفضائية.

35. Other delegations were of the view that if the United Nations were not to assume the function of supervisory authority under the future space assets protocol or the diplomatic conference convened for its adoption decides not to invite the United Nations to assume that function, the question of adopting a resolution would not arise.
