16. The Conference of the Parties approved a revised draft memorandum of understanding between it and the International Fund for Agricultural Development (IFAD) regarding the modalities and administrative operations of the Global Mechanism.
16 - وافق مؤتمر الأطراف على المشروع المنقح لمذكرة التفاهم بينه وبين الصندوق الدولي للتنمية الزراعية فيما يتعلق بطرائق تشغيل الآلية العالمية وعملياتها الإدارية.

39. The memorandum of understanding (MOU) between the COP and IFAD regarding the modalities and administrative operations of the GM (ICCD/COP(3)/20/Add.1) provides that the GM functions " under the authority of the Conference and [is] fully accountable to the Conference " .
39- وتنص مذكرة التفاهم بين مؤتمر الأطراف في اتفاقية مكافحة التصحر والصندوق الدولي للتنمية الزراعية فيما يتعلق بطرائق عمل الآلية العالمية وعملياتها الإدارية (ICCD/COP(3)/20/Add.1) على أن تعمل الآلية العالمية " تحت سلطة المؤتمر وتكون مسؤولة تماماً أمام المؤتمر " .

The COP at its tenth session thus noted in decision 6/COP.10, preamble, that " the inconsistencies and contradictions contained in the Memorandum of Understanding... regarding the modalities and administrative operations of the Global Mechanism have resulted in lack of oversight, inadequate reporting and accountability by the Global Mechanism " .
ولذلك، لاحظ مؤتمر الأطراف في ديباجة مقرره 6/م أ-10 الذي اعتمده في دورته العاشرة أن " أوجه عدم الاتساق والتناقض التي تنطوي عليها مذكرة التفاهم بين مؤتمر الأطراف والصندوق الدولي للتنمية الزراعية بشأن طرائق تشغيل الآلية العالمية وعملياتها الإدارية أدت إلى انعدام الرقابة وإلى قصور في الإبلاغ من جانب الآلية العالمية وفي مساءلتها " .

38. The " Memorandum of Understanding between the Conference of the Parties of the UNCCD and the International Fund for Agricultural Development Regarding the Modalities and administrative operations of the Global Mechanism " (ICCD/COP(3)/10)) provides that " [w]hile the Global Mechanism will have a separate identity within the Fund, it will be an organic part of the structure of the Fund directly under the President of the Fund " .
38- تنص " مذكرة التفاهم بين مؤتمر الأطراف في اتفاقية مكافحة التصحر الصندوق الدولي للتنمية الزراعية فيما يتعلق بطرائق تشغيل الآلية العالمية وعملياتها الإدارية " ICCD/COP(3)/10)) على ما يلي " في حين ستكون للآلية العالمية هوية مستقلة داخل الصندوق ستكون الآلية جزءاً عضوياً من هيكل الصندوق يخضع مباشرة لرئيس الصندوق " .

74. The Department's subprogramme on public administration, finance and governance is intended to assist Member States in ensuring that their governance systems, financial institutions and administrative processes function effectively by sharing information and providing technical and advisory services.
74 - يستهدف برنامج الإدارة الفرعي بشأن الإدارة العامة والمالية العامة والتنمية مساعدة الدول الأعضاء في ضمان أن تؤدي نظمها للإدارة ومؤسساتها المالية وعملياتها الإدارية عملها بفعالية عن طريق تقاسم المعلومات وتوفير الخدمات التقنية والاستشارية.

Regarding the Director-General's proposals for the medium-term programme framework for 2010-2013, he said the African Group supported the transition of UNIDO's programmatic services and administrative processes towards a results-based approach as well as the explicit link between industrial development and the three thematic priorities.

2- وبالنظر إلى التحوّل المستمر بخدمات اليونيدو وعملياتها الإدارية صوب نهج قائم كليا على النتائج، فسوف يختلف شكل الإطار البرنامجي المتوسط الأجل للفترة 2010-2013 اختلافا بيّنا عن الشكل المعتمد في وثائقه الأخيرة.

In the course of the reporting period, the two committees have continued to pursue three major objectives: to improve organizations' business models and make their management and administrative processes more coherent and compatible across the United Nations system; to generate cost efficiencies while improving the quality of delivery; and to pursue the behavioural and cultural changes that are needed to modernize the work environment.
