Following the publication of the report of the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth in the Democratic Republic of the Congo, the Government of the Republic of Burundi would like to draw the attention of the Security Council to the following:
على إثر نشر تقرير فريق الخبراء المعني بالاستغلال غير المشروع للموارد الطبيعية وغيرها من أشكال الثروة في جمهورية الكونغو الديمقراطية، تود حكومة جمهورية بوروندي أن توجه نظر مجلس الأمن إلى ما يلي:

All parties concerned should cooperate with the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo as it continues its enquiries and completes its report.
ويجب أن يتعاون جميع الأطراف المعنيين مع فريق الخبراء المعني بالاستغلال غير المشروع للموارد الطبيعية وغيرها من أشكال الثروة في جمهورية الكونغو الديمقراطية، الذي يواصل تحقيقاته ويعمل على إنجاز تقريره.

In Pretoria, the mission met with the Chairman and two members of the Expert Panel on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo.

The Panel's new role, on behalf on the Security Council, was to bring to light instances of looting and illegal exploitation of the natural resources and Other Forms of Wealth of the Democratic Republic of the Congo.

The United Nations Panel of Experts on the Wide-scale Looting and Illegal Exploitation of Natural resources and Other Forms of Wealth of the Democratic Republic of the Congo states in its report that international donors are the best judges of their activities and the assistance they provide for recipient States.
وقد قام فريق خبراء الأمم المتحدة المعني بالنهب المنتظم والاستغلال غير المشروع للموارد الطبيعية وغيرها من أشكال الثروة بالتأكيد، في تقريره، على أن المانحين الدوليين هم أفضل من يستطيعون الحكم على أنشطتهم ومساعداتهم لدى الدول المستفيدة.

According to the Security Council, the main cause of the war and of the looting and illegal exploitation of natural resources and Other Forms of Wealth is the excessive weakness, and even collapse, of Congolese state systems and institutions.
ومن رأي مجلس الأمن أن السبب الرئيسي لمواصلة الحرب ومتابعة أعمال النهب والسلب غير المشروع للموارد الطبيعية وغيرها من أشكال الثروة بجمهورية الكونغو الديمقراطية إنما يرجع إلى ما تتسم به هياكل ومؤسسات الدولة من ضعف مفرط، بل ومن انهيار.

In accordance with the understanding reached in the Council's prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council's provisional rules of procedure to Mahmoud Kassem, Chairman of the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo.

Reaffirming also the sovereignty of the Democratic Republic of the Congo over its natural resources, and, in this respect, looking forward to receiving the report by the Panel of Experts on the illegal exploitation of natural resources and Other Forms of Wealth of the Democratic Republic of the Congo and the link between the exploitation and the continuation of the conflict,
وإذ يؤكد من جديد أيضا سيادة جمهورية الكونغو الديمقراطية على مواردها الطبيعية، ويتطلع في هذا الصدد إلى تلقي تقرير من فريق الخبراء المعني بالاستغلال غير القانوني للموارد الطبيعية وغيرها من أشكال الثروة بجمهورية الكونغو الديمقراطية والصلة القائمة بين هذا الاستغلال واستمرار الصراع،

It was viewed as all activities that enable actors and stakeholders to engage in business in first, secondary and tertiary sectors in relation to the natural resources and Other Forms of Wealth of the Democratic Republic of the Congo.
ونظر إلى هذا المفهوم باعتباره يمثل جميع الأنشطة التي تمكن العناصر الفاعلة وأصحاب المصلحة من المشاركة في الأعمال التجارية التي تتم في إطار المراحل الثلاث الأولى المتصلة بالموارد الطبيعية وغيرها من أشكال الثروة في جمهورية الكونغو الديمقراطية.

These included the review of the diamonds sanctions against Sierra Leone, the situation in Angola and the interim report of the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth in the Democratic Republic of the Congo.

The Government of Uganda has received a copy of the report of the United Nations Panel on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo, which was released in New York on 16 April 2001.
تلقّت حكومة أوغندا نسخة من تقرير فريق الأمم المتحدة المعني بالاستغلال غير المشروع للموارد الطبيعية وغيرها من أشكال الثروة في جمهورية الكونغو الديمقراطية الذي صدر في نيويورك في 16 نيسان/أبريل 2001.

In the same vein, we note that the mandate of the Expert Panel on the Illegal Exploitation of Natural Resources and Other Forms of Wealth in the Democratic Republic of the Congo expires in December 2002.
ومن المنطلق ذاته، نلاحظ أن ولاية فريق الخبراء المعني بالاستغلال غير القانوني للموارد الطبيعية وغيرها من أشكال الثروة في جمهورية الكونغو الديمقراطية تنتهي مدتها في كانون الأول/ديسمبر 2002.
