وتجدر الإشارة إلى أن الأموال وغيرها من الموارد المالية لا تحتاج، لهذه الغاية، أن تكون عائدات الجريمة إنما يمكن أن تكون قانونية في الأساس وتستعمل مع ذلك لأغراض إرهابية داخل أراضي قيرغيزستان أو خارجها.

9. In accordance with paragraphs 4 (b) and 6 (e) of resolution 1267 (1999), the Committee, on 12 April 2000, by a note verbale addressed to all States, designated funds and other financial resources to be frozen.

These measures have been taken into account by the Government of the Niger in Regulation No. 14/2002/CM/UEMOA on the freezing of funds and other financial resources in the context of combating terrorism in the States of the West African Economic and Monetary Union (ECOWAS).

In this regard Member States are to report to the Committee on steps they take with a view to effectively implementing paragraph 4 of resolution 1267 (1999), as well as which entities and/or persons in their territories have been identified as falling under such designated funds and other financial resources.

The Council of the European Union adopted on 6 March 2001 regulation 467/2001 prohibiting the export of certain goods and services to Afghanistan, strengthening the flight ban and extending the freeze of funds and other financial resources in respect of the Taliban of Afghanistan, in accordance with Security Council resolution 1333 (2000).
لقد اعتمد مجلس الاتحاد الأوروبي في 6 آذار/مارس 2001 المادة 467/2001 التي تحظر تصدير سلع وخدمات معيّنة إلى أفغانستان، وتعزز حظر الطيران وتمدد فترة تجميد الأموال وغيرها من الموارد المالية ذات الصلة بحركة الطالبان في أفغانستان، وفقا لقرار مجلس الأمن 1333 (2000).

Article 21 of Directive No. 04-2007/CM/UEMOA on combating the financing of terrorism in WAEMU member States requires member States to take the necessary measures to freeze the funds and other financial resources of terrorists and all those who finance terrorism and terrorist organizations.
وأخيرا، فإن المادة 21 من التوجيه رقم 04-2007/CM/UEMOA المتعلق بمكافحة تمويل الإرهاب في الدول الأعضاء في الاتحاد الاقتصادي والنقدي لغرب أفريقيا تلزم الدول الأعضاء باتخاذ التدابير اللازمة بشأن إجراء تجميد الأموال وغيرها من الموارد المالية المملوكة للإرهابيين ولكل من يمولون الإرهاب والتنظيمات الإرهابية.

It also provides that member States must ensure that they adopt legislation on the freezing of funds, including Regulation No. 14-2002/CM/UEMOA of 19 September 2002 on the freezing of funds and other financial resources in the context of combating the financing of terrorism in WAEMU member States, as well as decisions with respect to the persons on the assets freeze list.
كما تنص تلك المادة على أن الدول الأعضاء مُلزَمة بالعمل على اعتماد تشريعات تتعلق بتجميد الأموال، ولا سيما اللائحة رقــــم 14-2002/CM/UEMOA المؤرخة 19 أيلول/سبتمبر 2002، المتعلقة بتجميد الأموال وغيرها من الموارد المالية في إطار مكافحة تمويل الإرهاب في منطقة الاتحاد الاقتصادي والنقدي لغرب أفريقيا، وكذا القرارات المتعلقة بقائمة الأشخاص المستهدفين بتجميد الأموال.

This latest cooperation framework takes into account the obligations set out in Regulation No. 14/2000/CM/UEMOA on freezing funds and other financial resources in the fight against terrorism, and the implementation of the decisions of the WAEMU Council of Ministers requiring States to publish lists of individuals, entities and organizations whose funds are to be frozen.
وفي الإطار الأول يتم هذا التعاون بموجب الالتزام الذي حددته القاعدة رقم 14/2000/CM/UEMOA المتصلة بتجميد الأموال وغيرها من الموارد المالية في مكافحة الإرهاب، وتنفيذ قرارات المجلس الوزاري للاتحاد الاقتصادي والنقدي لغرب أفريقيا الذي يلزم الدول بنشر قوائم الأشخاص والكيانات والمنظمات التي يجب تجميد أموالها.

The Council of the European Union, following the adoption of its common position of 26 February 2001, adopted on 6 March 2001 a regulation that prohibits the export of certain goods and services to Afghanistan, strengthens the flight ban and extends the freeze of funds and other financial resources in respect of the Taliban of Afghanistan, in accordance with Security Council resolution 1333 (2000).
فقد اعتمد مجلس الاتحاد الأوروبي في 6 آذار/مارس 2001، عقب إقرار موقفه المشترك المؤرخ 26 شباط/فبراير 2001، قاعدة تنظيمية تحظر تصدير سلع وخدمات معيّنة إلى أفغانستان، وتعزز حظر الطيران وتمدد فترة تجميد الأموال وغيرها من الموارد المالية ذات الصلة بحركة الطالبان في أفغانستان، وفقا لقرار مجلس الأمن 1333 (2000).
