His delegation welcomed the report of the Special Committee on Peacekeeping Operations (A/56/863) which reaffirmed the basic principles of peacekeeping, including the primary responsibility of the Security Council for the maintenance of international peace and security and the importance of strengthening cooperation with regional arrangements in accordance with Chapter VIII of the Charter.

81. During the open debate, the Council unanimously adopted resolution 2167 (2014), introduced by Rwanda, in which it expressed its determination to take effective steps to further enhance the relationship between the United Nations and regional and subregional organizations, in particular the African Union, in accordance with Chapter VIII of the Charter of the United Nations, as well as basic principles of peacekeeping and international law.

Effective development of the ties between the United Nations and the OSCE will promote the latter's establishment as a full-fledged regional organization in the terms of Chapter VIII of the United Nations Charter, and will strengthen its central coordinating and organizing role on the European continent in the area of security.
إن التنمية الفعالة للروابط بين الأمم المتحدة ومنظمة الأمن والتعاون في أوروبا ستعزز إنشاء المنظمة بوصفها منظمة إقليمية مكتملة التكوين وفقا لأحكام الفصل الثامن من ميثاق الأمم المتحدة، وستقوي دورها التنسيقي والتنظيمي المركزي في القارة اﻷوروبية في مجال اﻷمن.
