6-3 وفيما يتعلق بالادعاءات بموجب المواد 7 و10 والفقرة 3(ز) من المادة 14، لاحظت اللجنة أن صاحب البلاغ قدم معلومات مفصلة عما ادعاه شقيقه من تعرضه للتعذيب والاعتراف القسري على أيدي السلطات المكلفة بالتحقيق.

8.4 As to his claims under article 14, paragraph 3 (a), of the Covenant, the author complains that the State party simply quotes the summons, which states that " Mr. O. collected unemployment benefit while engaged in undeclared gainful employment from 28 February 1996 to 31 October 1997. "
8-4 وفيما يتعلق بالادعاءات بموجب الفقرة الفرعية 3(أ) من المادة 14، يعيب صاحب البلاغ على الدولة الطرف اكتفاءها بتكرار ما ورد في التكليف بحضور المتهم: " حصل السيد أوين على إعانات بطالة دون التصريح بنشاط مأجور من 28/2/1996 إلى 31/10/1997 " .

the allegations that the National Security Service used unofficial places of detention, referred to in paragraph 18 of the list of issues, were unfounded: the Government of Kazakhstan considered such practices to be unacceptable and illegal.
