وفيما يتعلق بهذا الحكم تقتضي الفقرة 1 من المادة 40 من العهد من الدول الأطراف أن تقدم تقارير عن التدابير التي اعتمدتها وعن التقدم في التمتع بالحقوق المختلفة وعن أي عوامل ومصاعب يمكن أن تؤثر في تنفيذ العهد.
