وينبغي بالتالي استنباط آلية لتحديد معايير تقييم المشاكل الاقتصادية الخاصة التي تواجهها الدول الثالثة بسبب ما يتخذه مجلس اﻷمن من تدابير وقائية أو إنفاذية ضد هذه الدولة أو تلك.

Noting the discussions in the Security Council towards strengthening the consultative process in accordance with Article 50 of the Charter with a view to minimizing special economic problems of countries adversely affected as a result of their implementation of preventive or enforcement measures under Chapter VII of the Charter,
وإذ تحيط علما بالمناقشات الجارية في مجلس اﻷمن من أجل تعزيز العملية الاستشارية طبقا للمادة ٥٠ من الميثاق بغية تقليل المشاكل الاقتصادية الخاصة الى أدنى حد في البلدان المتضررة من جراء تنفيذها تدابير وقائية أو إنفاذية بموجب الفصل السابع من الميثاق،

While Article 50 provided that States confronted with special economic problems arising from preventive or enforcement measures taken against other States by the Security Council had the right to consult the Council with regard to a solution of those problems, that right did not amount to a right to obtain relief.
وفي حين أن المادة ٥٠ تعطي الدول التي تجابه صعوبات اقتصادية خاصة ناجمة عن تدابير وقائية أو إنفاذية يكون مجلس اﻷمن قد اتخذها ضد دول أخرى، الحق في التشاور مع المجلس بشأن إيجاد حل لهذه المشاكل، فإن حقها هذا لا يبلغ مرتبة الحق في الحصول على تخفيف.

The rules of procedure of the Security Council should include a provision or a decision by the Council operationalizing the right contained in Article 50 of the Charter of the United Nations for Member States to consult the Council with regard to a solution of problems arising from their implementation of preventive or enforcement measures imposed by the Council.
ينبغي للنظام الداخلي لمجلس اﻷمن أن يتضمن حكما أو مقررا من المجلس يجسد ما نصت عليه المادة ٥٠ من ميثاق اﻷمم المتحدة من حق الدول اﻷعضاء في استشارة مجلس اﻷمن فيما يتعلق بإيجاد حل لمشاكل ناشئة عن تنفيذ تدابير وقائية أو إنفاذية فرضها المجلس.

(a) Cases where multilateral economic sanctions are mandated by the Security Council as preventive or enforcement measures to maintain or restore international peace and security, under Chapter VII of the Charter of the United Nations;28
)أ( الحالات التي يطلب مجلس اﻷمن فيها فرض جزاءات اقتصادية متعددة اﻷطراف كتدابير وقائية أو إنفاذية من أجل صون السلم واﻷمن الدوليين أو استعادتهما في إطار الفصل السابع من ميثاق اﻷمم المتحدة)٨٢(؛

وإذ تلاحظ المناقشات الجارية في مجلس اﻷمن من أجل تعزيز العملية الاستشارية طبقا للمادة ٥٠ من ميثاق اﻷمم المتحدة بغية تقليل المشاكل الاقتصادية الخاصة إلى أدنى حد في البلدان المتضررة من جراء تنفيذها تدابير وقائية أو إنفاذية بموجب الفصل السابع من الميثاق،

None the less, we remind the Assembly that, as the Assembly itself said in a resolution (47/120 B) on " An Agenda for Peace " , we are concerned that certain States are continuing to encounter economic difficulties because of preventive or enforcement measures applied under Chapter VII of the Charter.
ومع ذلك، نذكر الجمعية العامة بأننا، كما قالت الجمعية العامة ذاتها في قرار لها )القرار ٤٧/١٢٠ باء( بشأن " خطة للسلام " ، نجد مدعاة للقلق في استمرار دول معينة في مواجهة صعوبات اقتصادية بسبب تطبيق تدابير وقائية أو إنفاذية بموجب الفصل السابع من الميثاق.

(a) The Security Council should take measures providing for more effective implementation of the right contained in Article 50 of the Charter for any State, whether a Member of the United Nations or not, to consult the Council with regard to problems arising from its implementation of preventive or enforcement measures imposed by the Council.
(أ) ينبغي لمجلس الأمن أن يتخذ تدابير تكفل زيادة فعالية إعمال الحق الوارد في المـــــادة 50 من الميثاق بالنسبة لأي دولة، سواء أكانت عضوا في الأمم المتحدة أم لا، في التشاور مع المجلس فيما يتعلق بالمشاكل الناشئة عن تنفيذها لتدابير وقائية أو إنفاذية فرضها المجلس.

(a) The Security Council should take measures providing for more effective implementation of the right contained in Article 50 of the Charter for any State, whether a Member of the United Nations or not, to consult the Council with regard to problems arising from its implementation of preventive or enforcement measures imposed by the Council.
(أ) ينبغي لمجلس الأمن أن يتخذ تدابير تكفل زيادة فعالية إعمال الحق الوارد في المادة 50 من الميثاق لأي دولة، سواء أكانت عضوا في الأمم المتحدة أم لا، في التشاور مع المجلس فيما يتعلق بالمشاكل الناشئة عن تنفيذها لتدابير وقائية أو إنفاذية فرضها المجلس.

(a) The rules of procedure of the Security Council should include a provision or a decision by the Council operationalizing the right, contained in Article 50 of the Charter, of Member States to consult the Council with regard to a solution to problems arising from their implementation of preventive or enforcement measures imposed by the Council, taking into consideration also Article 49 of the Charter;
)أ( ينبغي أن يتضمن النظام الداخلي لمجلس اﻷمن حكما أو مقررا من المجلس يُعمل ما نصت عليه المادة ٥٠ من الميثاق من حق الدول اﻷعضاء في استشارة المجلس فيما يتعلق بإيجاد حل لمشاكل ناشئة عن تنفيذها لتدابير وقائية أو إنفاذية فرضها المجلس مع مراعاة المادة ٤٩ من الميثاق أيضا؛

(a) The Security Council should implement the right contained in Article 50 of the Charter, conferred on any State whether Member of the United Nations or not, to consult the Council with regard to a solution to problems arising from their implementation of preventive or enforcement measures imposed by the Council, taking into consideration also Article 49 of the Charter.
)أ( ينبغي أن ينفذ مجلس اﻷمن الحق الوارد في المادة ٠٥ من الميثاق، الممنوح ﻷي دولة سواء أكانت عضوا في اﻷمم المتحدة أم لا، والقاضي باستشارة المجلس فيما يتعلق بإيجاد حل لمشاكل ناشئة عن تنفيذها لتدابير وقائية أو إنفاذية فرضها المجلس مع مراعاة المادة ٩٤ من الميثاق أيضا.
