3. According to the explanatory report to the Convention for the Protection of Human Rights and Dignity of the Human Being with Regard to the Application of Biology and Medicine, published on 17 December 1996 by the Council of Europe:

Following the instructions of the Committee of Ministers in 1996, the Steering Committee on Bioethics drew up additional Protocols to the Convention for the Protection of Human Rights and Dignity of the Human Being with regard to the Application of Biology and Medicine, concerning the problems relating to human genetics.
وعملا بتعليمات اللجنة الوزارية لعام 1996، وضعت اللجنة التوجيهية لأخلاقيات البيولوجيا بروتوكولين إضافيين لاتفاقية حماية حقوق الإنسان وكرامة الكائن البشري في مجال تطبيق البيولوجيا والطب فيما يتعلق بالمشاكل المتصلة بعلم الوراثة البشرية.

It was also proposed that a reference should be included to the " protection of human rights and Dignity of the Human Being with regard to biology and medicine " , based on a similar formulation found in article 1 of the Council of Europe Convention for the Protection of Human Rights and Dignity of the Human Being with regard to the Application of Biology and Medicine.
واقترح أيضا أن تُدرج إشارة إلى " حماية حقوق الإنسان وكرامة الكائن البشري فيما يختص بالبيولوجيا والطب " ، استنادا إلى عبارة مشابهة وردت في المادة 1 من اتفاقية مجلس أوروبا لحماية حقوق الإنسان وكرامة الكائن البشري فيما يختص بتطبيق البيولوجيا والطب.
